Mr. Saathoff stated he knows of several people that work for cities that <br />are on leaves for the same purpose he is requesting. Mr. Saathoff also <br />noted that there may be some benefit to the City as pointed out in Mr. <br />Mevissen's memo dated April 30, 1987. That memo states that granting the <br />leave gives the Department the opportunity to hire two temporary employees <br />who would be able to learn the operation during the employee's leave. If <br />the employee returns after the leave expires, the City may wish to retain <br />one or both of the employees; if the employee does not return after the <br />leave, the City would be in a better position to replace that person with <br />two employees having had 90 days to learn the department's operations. <br /> <br />Mayor Reimann stated that it is not fair to keep temporary employees <br />anticipating continued employment in limbo for 90 days. Mayor Reimann <br />stated that he is not opposed to granting the leave but if Mr. Saathoff <br />returns to the City's employ, it will have to be with a different or <br />changed job title. Mayor Reimann stated that maybe ceasing ties with the <br />City would remove thoughts of something to fall back on and force Mr. <br />Saathoff to put forth his best efforts in his new career endeavor. <br /> <br />Mr. Saathoff replied that his intentions were to give the City the option <br />to retain him; that if he is treated fairly, he will do his best, but he <br />will not come back to the City for less. Mr. Saathoff stated that he was <br />under the impression the City would offer temporary employment and there is <br />a sufficient amount of workload to retain those persons whether he returns <br />from leave or not. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />approve Mr. Daryl Saathoff's request for a 90 day leave of absence on the <br />conditiom that any banked vacation and comp time be expended prior to <br />commencing the leave of absence period and that the employee pay his own <br />insurance benefits during that time. <br /> <br />Further Discussion: Councilmember Cox inquired if the Personnel Committee <br />has discussed hiring two part-time persons for the Public Works Department. <br />Councilmember $orteberg stated that hiring persons has not been <br />specifically discussed; the Public Works Department normally hires <br />temporary help in the summer. Councilmember Cox stated that now would be a <br />good time to seriously consider privatization of some Public Works tasks. <br />Councilmember Cox stated that granting the leave would be setting a <br />precedent and the City had better be prepared to offer the same <br />consideration to all other employees. Councilmember DeLuca stated that <br />another matter to be considered is whether the seniority date would be <br />frozen at the beginning of the leave. C~-~~.~ ~.~_~.~ ~. ~ <br /> <br />Motion failed. Voting Yes: C~uncilmembers Pearson and Sorteberg.
