Mr. Hartley provided Council with a copy of the April 7, 1987 Privatization <br />Newsletter. Mr. Hartley also provided Council with the following: Budget <br />Procedure Outline (Attachment A); Analysis of Public Works Department <br />including labor and equipment costs for accomplishing tasks (Attachment B); <br />City of Ramsey Organizational Chart (Attachment C); and Analysis Of Level <br />Of Services And Tasks Being Accomplished In Ail City Departments <br />(Attachment D). <br /> <br />After reviewing the Analysis of the Public Works Department with Council, <br />Mr. Hartley stated that Council should be aware that there are tasks being <br />completed satisfactorily and tasks that are not because of insufficient <br />staffing levels. It is not to be assumed that all of the tasks need to be <br />completed, but whether they are or not, Council needs to know they are not <br />being dome and additional staffing or contracting out will be needed to do <br />them. Determining whether to add staff or contract out must be based on <br />which method makes the most sense economically. <br /> <br />Mayor Reimann inquired if Mr. Mevissen has a list of summer tasks to be <br />accomplished and whether they could be with appropriate staffing levels. <br /> <br />Mr. Mevissen replied that he has a list of tasks he would like accomplished <br />but the Department is short of trained help; part-time personnel is not the <br />total answer. <br /> <br />Mr. Hartley stated that he needs input from Council regarding how <br />thoroughly they want various public works services provided. <br /> <br />It was also discussed that some tasks may be more economic to contract out <br />initially, but untimely completion of those tasks may create problems that <br />end up costing more to rectify. Any difference in quality of work that can <br />be expected from full-time employees versus contractors is difficult to <br />measure. The economics of renting, purchasing new or used and contracting <br />out certain tasks requiring low use equipment was discussed. Councilmember <br />Cox stated that he feels low-use equipment should be rented and temporary <br />help hired to operate it until such time as there is a need for a full <br />complement of equipment for those particular tasks. <br /> <br />Mr. Hartley stated that just about all of staff is reaching the point where <br />they know they have job responsibilities but they cannot physically get <br />them accomplished; heavy workload increases the chance for error. Staff <br />wants Council to recognize this and establish a policy for which public <br />services will be provided, determine if there are sufficient manhours <br />available to accomplish those services and if not, determine an appropriate <br />method for accomplishment -- additional staffing, part-time/temporary help, <br />contracting out. <br /> <br />Councilmember Cox stated that the cost of providing services is spread out <br />among local businesses. The Economic Development Commission is encouraging <br />commercial/industrial development while the City is increasing the cost of <br />services, which are desired by some of the businesses also.
