sketch plan and preliminary plat to develop an area with planned unit <br />zoning. In order for the city to consider the final plat, the area has to <br />be zoned for planned unit development. The timing for adopting the <br />ordinance is such that staff feels it would be appropriate to at least <br />introduce the ordinance so that if the preliminary plat is considered final <br />plat, then action can be taken. <br /> <br />Mr. Raudio stated that the zoning ordinance can be introduced but he <br />doesn't want any action to change the zoning at this meeting because he <br />feels he has received insufficient input from the city regarding the <br />proposed restrictive convenants for the planned unit development area. <br /> <br />Councilmember Cox stated that introducing the ordinance now is intended to <br />improve the time frame in which things can happen; the ordinance does not <br />have to be adopted if it is not acceptable to both parties. <br /> <br />Councilmember DeLuca noted that the city has claimed no expertise in this <br />type of development (combined residential/home occupation) and requested <br />Mr. Raudio to obtain professional assistance in drafting a covenants. <br /> <br />Mr. Raudio stated that he feels he is not getting enough input from the <br />City; that this proposed development should have been through the process a <br />long time ago. <br /> <br />Ms. Norris stated that Mr. Raudio first approached Planning and Zoning in <br />February or March; the current status is Planning and Zoning has <br />recommended preliminary plat approval; she feels that considering the type <br />of development, the project is progressing normally. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to <br />introduce Ordinance #87-X to rezone property from I-1 Industrial To PUD <br />Planned Unit Development. <br /> <br />Further Discussion: Councilmember Cox noted that this type of development <br />is a first in Ramsey; it is impossible to predict problems that may arise <br />and the covenants should allowed to be amended in the future. Mr. Raudio <br />stated that he has submitted a draft'covenants for city review and input; <br />his attorney is waiting for that input in order to draft a final version of <br />the covenants. Councilmember Cox suggested contacting the League of <br />Minnesota Cities to determine if any other communities have tried this type <br />of development (residential/home occupation). Mr. Raudio noted that he did <br />not appreciate Mr. Hartley's comments to ABC Newspapers regarding the <br />proposed development. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Cox <br />and DeLuca. Voting No: None. Absent: Councilmember Sorteberg. <br /> <br />Case #8: Request For MinOr Subdivision; Case of Mr. Ran'dy Dryden: <br /> <br />Mr. Hartley stated that Planning and Zoning has recommended approval of Mr. <br />Dryden's request to subdivide a 20 acre parcel into a 15 acre and a 5 acre <br />parcel. <br /> <br />Sp.
