His <br />firm is also trying to only have to contend with one rush hour when making <br />fill deliveries to those other State and County project areas. Mr. Rehbein <br />stated he was agreeable to amending hours of operation to 6:00 a.m. to 6:00 <br />p.m. <br /> <br />A resident claimed that trucks are coming into the project area prior to <br />6:00 a.m. and she had heard that the trucks were supposed to be stopped <br />from entering until 6:00 a.m. <br /> <br />Mr. Rehbein stated that his foreman was stopping the trucks from entering <br />the area until 6:00 a.m. but he was informed by the State Highway Patrol <br />that 153rd is a MSA route that can be traversed by trucks 24 hours a day. <br /> <br />Mr. Peck stated that he interprets the permit to read that no excavation <br />operations will occur prior to 6:00 a.m.; spreading of topsoil material is <br />an agricultural function. Mr. Peck also recommended that no trucks enter <br />the project area prior to 6:00 a.m. until the access problem is resolved. <br /> <br />Dennis Schmeichel - 7961 150th Lane - Stated that if this fill material is <br />so vital to the State, then the State should lend it's support to the <br />crossing at the Design Center and Hwy. ~10 being reopened. <br /> <br />Council directed City Staff to solicit State support for the reopening of <br />the Burlington Northern railroad crossing at Hwy. #10 and the Design <br />Center. <br /> <br />Gregg Smith - Inquired if Ramsey's police chief has the authority to stop <br />trucks entering the project area prior to 6:00 a.m. <br /> <br />Police Chief Auspos replied that 153rd is an MSA route and Rehbein has a <br />right to use that street. <br /> <br />Marguerite Henke - 8062 154th Avenue - Noted that school buses are stopping <br />on Armstrong Blvd., sometimes in front of Rehbein's trucks, in order to <br />board passengers; it might be safer if the school buses would board <br />children around the nearest corner rather than stopping on Armstrong. <br /> <br />Council directed City Staff to contact the school bus company to determine <br />whether or not boarding children on Cry. Rd. #83 should be discontinued for <br />the balance of the school year. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to accept <br />L&G Rehbein's offer to amend their conditional use permit hours of <br />operation from 6:00 a.m. - 10:00 p.m. to 6:00 a.m. - 6:00 p.m., Monday, <br />through Saturday, until such time as an alternate access is designated to <br />the Northfork project area. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
