School District is saving by not having to support more facilities in Ramsey and should be happy to contribute more than $12,000. Motion by Councilmember Cox and seconded by Councilmember Sorteberg to table a decision regarding the request for participation in the cost of replacing playground equipment at Ramsey Elementary School until the special Council meeting scheduled for June 9. During the interim, City Council and City Staff are to meet with Anoka-Hennepin School District #11 regarding their level of participation in the improvements. Further Discussion. A resident stated that her son raised $50 to be used towards the purchase of park equipment; this coming school year will be his last year at Ramsey Elementary and she hopes the improvements are made in time for him to derive some benefit from them. Councilmember Cox replied that City Council has the responsibility to see that the citizens are getting their fair share of tax dollars back into the community. Councilmember Sorteberg stated that tonight is the first time Council has been contacted regarding the request; keeping Council informed during the 2- 3 year planning stage might have resulted in quicker action on Council's part. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, DeLuca and Pearson. Voting No: None. ~ ~ey Communicator Program Concept Approval: -and- Case #13: Review Ramsey Community School Plans And Budget: Police Chief Auspos was present and stated that if Ramsey had a Key Communicator program in place, tonight's issues of Northfork and Hwy. #47 alignments could have been avoided or handled with much less of a problem. The program is a communication network between the citizens and the city and key communicators are volunteers who act as liaison between the persons in their neighborhood, local government and the police. Andover Key Communicator and Community Education Director, Melanie DeLuca, was present to relay to City Council the success of the key communicator program in Andover and how it has helped the city to establish a sense of identity. Mayor Reimann stated that the extra labor and time involved in having a key communicator program has to be reviewed by the City's budget committee. Anoka Community Education Director, Dennis Carlson, was present, and noted that 75% of Sandburg's enrollment is Ramsey children and there is a need to expand that school's community education department. It is being proposed to hire a person to assist and expand the community education program, thereby freeing up some of Ramsey Community Education Director, Claudia Dodge's time to head up a key communicator program.
