residential. <br /> <br />Mr. Goodrich pointed out that Council can't eliminate anything generally <br />through the site plan process; Council can eliminate certain kinds of uses <br />at this time. <br /> <br />A length discussion ensued regarding the contents of the proposed <br />restrictive covenants. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />approve the preliminary development plan of Pineview Estates Second <br />Addition Planned Unit Development as requested by Mr. Gilbert Menkveld and <br />Mr. Art Raudio contingent upon the proposed restrictive covenants being <br />amended to reflect the following: <br /> <br />1. Incorporating the city's existing ordinance addressing performance <br /> standards for noise, odor, etc. <br /> <br />2. Signing in the area shall be uniform in style and size with no <br /> illumination. <br /> <br />Permitted uses shall include tradesmen and craftsmen (plumbers, <br />electricians, cabinet makers, etc.) contractors and <br />subcontract ors; light manufacturing; incidental retail operations; <br />beauty salons. <br /> <br />Individual site plans will address screening as each parcel <br />develops; the developer of the PUD will not be required to <br />establish screening. <br /> <br />5. Item G (Livestock) under 'Additional Restrictions' shall be <br /> modeled after that same clause in the Flintwood Hills covenants. <br /> <br />The resident of the home on the property shall be linked to the <br />use on the property either in an ownership, management or employee <br />capacity. <br /> <br />The certificate of occupancy for the home must be valid within six <br />months of the issuance of the certificate of occupancy for the <br />business on the property. <br /> <br />8. Minimum house size shall be 1040 square feet with a two-car <br /> attached garage being required. <br /> <br />Further, that the sign size, whether or not to require mailbox uniformity <br />and any other additional revisions to the restrictive covenants may be <br />discussed during PUD final plan approval. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cox <br />and Pearson. 'Voting No: None.
