Motion by Councilmember DeLuca and seconded by Councilmember Cox to adopt <br />Resolution #87-130 requesting reimbursement for airport expenditures from <br />the Minnesota Department of Transportation. (Please refer to resolution <br />file for Resolution #87-130). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, DeLuca and <br />Pearson. ¥oting No: None. Absent: Councilmember Sorteberg. <br /> <br />Council recessed at 7:38 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 8:15 p.m. <br /> <br />C~se ~2: Discuss County Regional Park: <br /> <br />Mr. Hartley stated that he has met with Anoka County Director of Parks and <br />Recreation, David Torkildson, regarding the return of certain parcels along <br />Hwy. #10 deeded by Mr. Huseby to the County in exchange for parcels <br />adjacent to the Regional Park. Mr. Torkildson indicated that the County <br />Attorney's determination is that Mr. Huseby is not in a position to <br />participate in the negotiation of that exchange. Mr. Hartley also <br />indicated that Ramsey's request is being recognized and agreed upon by the <br />County for the Martin property. Mr. Hartley stated that the County is <br />agreeable to Ramsey's proposed alignment for the road but are only willing <br />to pay for their half of the road. <br /> <br />Council expressed concern regarding control of the property and assurance <br />that it will be developed with commercial uses. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca directing <br />the City Administrator to negotiate the following with the County: <br /> <br />a) An acceptable time frame for marketing (3 years) the commercial <br /> property along Hwy. #10. <br /> <br />b) Commercial areas within the Huseby and Martin property would be <br /> taxable; park property would not be taxable. <br /> <br />c) Alignment of Traprock would be deeded to appropriately intersect <br /> at right angles with Highway #10. <br /> <br />d) County would be responsible for all legal costs. <br /> <br />e) Ramsey Blvd. right-of-way to tie into service road appropriately. <br /> <br />f) County pays for one-half of the road costs within the Huseby <br /> property and all of the road costs within the Martin property. <br /> <br />g) Road will be constructed to MSA standards at a time determined by <br /> the City. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, DeLuca and <br />Pearson. Voting No: None.
