Ms. Norris replied that this case was not advertised in the newspaper as <br />being included on this special meeting agenda. Ms. Norris went on to <br />explain that Mr. Ranelle is planning to construct a new building for <br />Builders Sound and Security; part of his site plan process includes <br />approval of this minor subdivision; there is a concern with time as Mr. <br />Ranelle needs to be able to move into the new building by July 31. <br />Planning and Zoning has reviewed the minor subdivision and Mr. Ranelle's <br />site plan and recommends approval. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Sorteberg to <br />adopt Resolution #87-137 approving Mr. Menkveld's minor subdivision of HY- <br />10 Ramsey 3rd Addition. (Please refer to resolution file for Resolution <br />#87-137). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />C_~ Request For Site Plan Review; Case Of Mr. Richard Ramelle: <br /> <br />Ms. Norris stated that Mr. Ranelle of Builders Sound and Security is <br />proposing to construct a 2400 square foot building north of 147th Avenue, <br />west of Armstrong Blvd. Planning and Zoning recommends approval of the <br />site plan with paved off-street parking and access from 147th. <br /> <br />Councilmember DeLuca inquired as to the status of previous discussions <br />regarding requiring perimeter frost footings in all areas except those zone <br />agriculture. <br /> <br />Ms. Norris replied that the perimeter frost footing issue was referred to <br />the City Attorney and to date she has not received anything from him. <br /> <br />Councilmember DeLuca stated that he feels perimeter frost footings make for <br />a better quality building. <br /> <br />Motion by Coumcilmember DeLuca and seconded by Councilmember Cox to approve <br />Mr. Ranelle's request for site plan review contingent upon the building <br />being constructed with perimeter frost footings. <br /> <br />Further Discussion: Mr. Ranelle stated that building costs increase with <br />perimeter frost footings but he will comply if it is a condition to site <br />plan approval. Councilmember Sorteberg inquired if Councilmember DeLuca <br />feels buildings with perimeter frost footings are more structurally sound. <br />Councilmember DeLuca replied that a building's quality will improve with <br />a better grade of construction resulting from perimeter footings. Mr. <br />Ranelle noted that footings are 6-8 feet deep for pole buildings; he will <br />agree to perimeter footings even though the City's ordinance doesn't <br />require them. Councilmember Cox referred to a pole building in the same <br />vicinity constructed by Chalich and noted that it is very structurally <br />sound. Councilmember Sorteberg stated noted that homes are being built <br />with wood foundations made of pressure treated lumber; the City needs to <br />establish a policy rather than being selective about who will and who will <br />not be required to go with perimeter footings.
