Carson would like to develop this area with municipal sewer and water and <br />is requesting City participation in the cost of extending utilities to that <br />area. Mr. Carson stated that he and adjacent property owners represent 200 <br />acres that is available for development if there is assistance in bringing <br />sewer and water to the site. Mr. Carson stated that EDC and P&Z have <br />recommended approval of the request for tax increment financing assistance. <br /> <br />Ms. Norris stated that accommodating Mr. Carson's request would require <br />amending existing tax increment district boundaries or establishing a new <br />tax increment district; staff will research which method is appropriate. <br /> <br />Council consensus was that staff should research recent changes to the law <br />to determine their impact on tax increment financing parameters, the type <br />of district Mr. Carson's proposed area would qualify as (economic <br />development, housing or redevelopment), provide cost estimates for <br />extension of utilities and projected tax increment revenue from the <br />project. (Please refer to <br />resolution file for Resolutions #87-146 and #87-147). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
