PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, June 23, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Hunter's Hill street improvements. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br />Councilmember A1Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Community Development Director Anne Norris <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:50 p.m. <br /> <br />PRESENT%TION <br /> <br />City Engineer Raatikka stated that the project includes drainage <br />improvements and a rural section road with ditches, 24' wide paved surface <br />and a Class 5 base. Connection of any driveways not extending to the edge <br />of the street would be the responsibility of the homeowner. The estimated <br />total construction cost including engineering, easements, contingencies and <br />administration is $58,850.00. That cost is proposed to be divided among 30 <br />units; the park is assuming one unit of assessment. The cost per unit <br />would be approximately $1,961.67, amortized over 10 years at 8% interest <br />for an annual cost of $292.29 per unit. Following tonight's public <br />hearing, there is a required 60 day waiting period to allow for the <br />submission of petitions either for or against the project. If a majority <br />petition is received opposing the project, the proposed improvements cannot <br />be considered for one year. If the project is approved, the schedule for <br />plans and bids is such that construction could not begin until September <br />28, with completion on October 28. The assessment hearing would be held <br />prior to completion of the project, September 8, in order that the <br />assessments can be placed on the 1988 property taxes. If the project is <br />not complete by October 28 and requires completion in the spring of 1988, <br />the property owners would be assessed a capitalized interest carrying <br />charge for a year.
