John Meinen - 6370 143rd Lane - Stated that there are more drainage <br />problems in the area than were mentioned during Mr. Raatikka's <br />presentation. There are a lot of drainage problems where 143rd curves into <br />Uranium Street. <br /> <br />Terry Villeneuve - 6249 143rd Lane - Stated that driveway levels are 8"-12" <br />below street grade and that creates drainage problems; the culvert between <br />his home and the Lemke home is low and both properties experience standing <br />water in the spring; requesting some drainage improvements. <br /> <br />City Engineer Raatikka stated that he will inspect these problems areas; <br />noted that the project includes ditch and culvert cleaning. <br /> <br />John Reinen - Stated that each property owner maintains their property <br />right out to the road edge; the project includes ditch installation; what <br />condition will the ditches be left in at project completion? <br /> <br />City Engineer Raatikka replied that the contract calls for minimal <br />restoration of ditches; ditches will be brought to final grade. In the <br />past, contractor's were required to restore ditches and that process did <br />not have good results. It was decided to cut project costs by deleting <br />ditch restoration and leaving the degree to which the homeowner wants the <br />ditch maintained a responsibility of the homeowner. <br /> <br />John Heinen - Inquired if for an extra fee, arrangements could be made with <br />the contractor to connect driveways. <br /> <br />City Engineer Raatikka replied that it would be the homeowner's <br />responsibility to make prior arrangements with the contractor for <br />connecting driveways. Mr. Raatikka stated that the bid spec can request a <br />price quote for connecting driveways. Mr. Raatikka added that if a <br />driveway is very close to the road edge or if the road grade is changed <br />drastically, the driveway will be connected to the road at no extra cost to <br />the homeowner. <br /> <br />John Heinen - Stated that October is not the best time of year to pave and <br />requested if construction could be moved up to insure the best conditions <br />for paving. <br /> <br />Mr. Raatikka replied that if a petition is submitted in favor of the <br />project, signed by 100% of the property owners, the 60 day waiting period <br />can be waived. <br /> <br />Kay McCulley - 14431 Wolfram - Stated that many of the drainage problems <br />in the area are because driveways are lower than the road; adding a 2"-3" <br />Class 5 base to the road will add to the drainage problems. <br /> <br />Mr. Raatikka stated that he will review road and driveway elevations. <br /> <br />John Meinen - Inquired if part of the contract could include installation <br />of speed bumps. <br /> <br />Mr. Raatikka replied that speed bumps are illegal on a public road. <br /> City Council Public Hearing/June 23, 1987 <br /> <br />Page 2 of 3 <br /> <br /> <br />
