Delete Item #3 stating Ramsey will cooperate in the realignment of <br /> Hwy. #47 south of 142nd Avenue by providing right-of-way. <br /> <br />Further Discussion: Mr. Clayton Berg was present and stated that as a <br />property owner on Hwy. #47, he would like to express his displeasure at not <br />having seen any of what is being discussed and now Council is ready to take <br />action. Mr. Berg stated that he would like to suggest a third alternative <br />to construct Dysprosium to the west as a MSA road, parallel to Cry. Rd. #5. <br />Mr. Berg stated that this alternative would restrict accesses onto a <br />county road, maintain Dysprosium's designation as a thoroughfare and a <br />connection to County Road #5 could be made at some point to the west. Mr. <br />Berg stated that this alternative would relieve some of the traffic that <br />would be going through Flintwood if the connection to Cry. Rd. #5 were made <br />as close to Hwy. #47 as proposed; it would enhance development of <br />properties north of Flintwood and south of Cry. Rd. #5 where there is <br />zoning for high density development and collector streets are needed that <br />do not access onto county roads. Mark Finsted of 14120 Dysprosium inquired <br />as to why Cty. Rd. #5 and Dysprosium have to connect at all. Mr. Raatikka <br />stated that Dysprosium was designated MSA in 1981 or 1982; requirement for <br />that designation and funding is that it begin and end on state aid roads. <br />Mr. Finsted inquired as to how the city could let residential development <br />occur along thoroughfares. Mayor Reimann stated that the city lets that <br />development occur by restricting access onto the thoroughfare. Mr. Finsted <br />replied that restricted access does not keep his children safe; residential <br />development along a county road that will be a straight shot to Hwy. #10 is <br />poor planning and Dysprosium should be left the way it is. Mr. Berg <br />inquired as to what contact Ramsey has had with Anoka regarding easements <br />for the two options reviewed. Mr. Hartley replied that Ramsey has only <br />been in contact with Anoka regarding the initial alignment of Dysprosium to <br />Thurston; alternatives for Hwy. #47 were also discussed. Mr. Berg stated <br />that he agrees with Councilmember Cox regarding Hwy. #47 and that <br />relocation of the county fairgrounds will be a reality in the future. Judy <br />Kyker of 14157 Cobalt stated that area residents are opposed to making <br />Dysprosium a thoroughfare from Cry. Rd. #5 to Hwy. #10 because it is an <br />area of young families with young children who's lives would be put in <br />jeopardy. Mayor Reimann stated that Mr. Berg's alternative merits further <br />consideration. Councilmember Cox stated that persons purchasing homes <br />should do some research before they make a decision to buy in urban areas <br />where the traffic flow is going to be greater; homes and schools in Anoka <br />are located on thoroughfares and there does not seem to be an unusally high <br />incidence of accidents. Mr. Berg stated that 95% of MSA designations are <br />in residential neighborhoods which is where they should be because they are <br />designed to be collector streets to get people in and out of neighborhoods. <br />Bob Hellem of 5380 141st Avenue submitted a petition to Council requesting <br />that all proposals or plans to upgrade Dysprosium Street to meet state <br />and/or county guidelines, so Cry.
