Council reviewed the Association of Metropolitan Municipalities' report on
council salaries.

Mayor Reimann stated that comparing Ramsey to other communities of
comparable population is not always a fair comparison as Ramsey is growing
and developing and comparable cities may be more established with not so
many activities that need their council's attention.

Councilmember Cox agreed that Ramsey's council is much more involved than
those of other cities because of the heavy growth taking place and the
limited amount of staff.

City Attorney Goodrich noted that there is a proposed ordinance regarding
council salaries; it can be introduced and adopted but it will not become
effective until after the next election.

Council tabled action on this case until the next regular Council meeting.

Discuss Need To Require Notification Of-Pipeline Locat£o~s:

Council responded to the questions on a survey being taken by League of
Minnesota Cities regarding cities' preference on location of pipelines.

Councilmember Cox requested that City Administrator Hartley research
whether or not obtaining a conditional use permit from the City would be
required for installation of pipelines.

Request For Economic Development Intern Position:

Mr. Hartley stated that the Economic Development Commission has requested a
college intern be hired to complete certain tasks in the effort to obtain
star city designation.

Councilmember Cox stated that he has recently talked to Paul Fournier who
assisted New Brighton in attaining their star city designation.
Councilmember Cox suggested that Mr. Fournier be approached regarding how
much he would charge for his services to assist Ramsey in the same effort.

Motion by Councilmember Cox and seconded by Councilmember Pearson
directing City Staff to contact Mr. Paul Fournier to determine if he is
interested in working on Ramsey's star city tasks and how much he would
charge for his services.

Further Discussion: Mr. Hartley requested Council's approval to search for
an economic development intern if Mr. Fournier declines. Councilmember Cox
replied that Council wants a reply from Mr. Fournier before making a
decision regarding an intern.

Case ~19:. Request For'Park Maint-e~ce Position:

Mayor Reimann stated that he recalls Council addressing this case on June
23, 1987.

City Council/June 30, 1987
