Mr. Hartley stated that he has placed an ad requesting applications for
several of the City's departments for temporary positions. Staff will
establish a pool of temporary persons available on an as needed basis. Mr.
Hartley stated that he assumes Council's action on June 23 intended that
park maintenance needs are responded to from that pool of temporary
applicants.

Councilmember Cox noted that Dave Perkins and Fred Tronson will be grading
a 3rd ball diamond at River's Bend Park; to be sure final grading is done
in an appropriate manner, the City's public works department should be
responsible for the final grading of that area.

Public Works Superintendent Mevissen stated that the department has
finished the necessary patching for sealcoating projects but must still do
the pre-sweeping.

Councilmember Cox stated that he does not want to jeopardize the timing on
the sealcoating projects but he also does not want enough time to lapse
between Perkins' grading and the City's final grading so that the initial
grading would be a wasted time and effort.

Council directed City Engineer Raatikka to coordinate the final grading of
a ballfield at River's Bend Park between Dave Perkins and Public Works
Superintendent Mevissen.

~ -~Op~ ~omoarable Worth-Pay. Plan:

Mr. Hartley stated that the last action Council has to take on the
Comparable Worth Plan prior to August 1, 1987 is adopting the pay plan.
The pay plan spells out the adjustments that will be made to make certain
there is no discrimination implied by the comparable worth law. The pay
plan designates salary adjustments for Department Secretaries Penny Curtis
and Sylvia Frolik, Accounting Clerk Jan Bye and Building Official Elvin
Er ickson.

Mayor Reimann stated that he agrees with the proposed adjustments to all
the individuals except for the Building Official.

Motion by Mayor Reimann and seconded by Councilmember Pearson to approve
the comparable worth pay plan for the City of Ramsey excluding the proposed
adjustment for Building Official Class I Elvin Erickson, which will be
acted upon as a separate item.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Mayor Reimann stated that he excluded Mr. Erickson's adjustment because the
report does not accurately reflect his wages. The report states that Mr.
Erickson's income is $20,000 but it does not take into consideration what
he receives from workman's comp, which brings his pay up to what he should
be receiving. If the City increases Mr. Erickson's wages by $4735, the
State will decrease the amount they pay to Mr. Erickson; why should the
City pay when the State will provide enough funds to see that Mr. Erickson
is getting a fair wage.
City Council/June 30, 1987
