PROCEEDINGS OF CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a special meeting on Tuesday, July 7, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Gary Reimann Councilmember Arnie Cox Councilmember A1 Pearson Councilmember Steve DeLuca Also Present: City Administrator David Hartley City Engineer Peter Raatikka Members Absent: Councilmember A1 Sorteberg CALL TO ORDER Mayor Reimann called the special Council meeting to order at 8:05 p.m. and led in the Pledge of Allegiance to the Flag. CITIZEN INPVT Mr. Art Raudio - 1404 South Broadway - Sauk Rapids - Requesting that discussion of a mining and grading permit issued to he and Mr. Menkveld be placed on the agenda. A representative of Arrigoni, Inc. was present and stated that their application for a gambling license was tabled on June 23 and was to have been on this evening's agenda. Mr. Hartley stated that Council took action on the Arrigoni gambling license application at the June 30 continuation meeting of the June 23 meeting. The action Council took was to express concern to the State Gambling Board that Arrigoni is not based in Ramsey. The representative of Arrigoni stated that their physical location is but 95% of the clients benefitting from the halfway house are from the Anoka area as there is not a halfway house in Anoka County. Also, Council should take into consideration that J.R.'s has not had gaming in their establishment for two months. Mayor Reimann indicated that if Ramsey had any authority at all with respect to approving applications for gambling licenses, it would be to restrict licenses to local organizations that would use the funds gathered to benefit Ramsey and it's residents.
