PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, July 7, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1 Pearson <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />Members Absent: Councilmember A1 Sorteberg <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the special Council meeting to order at 8:05 p.m. and <br />led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPVT <br /> <br />Mr. Art Raudio - 1404 South Broadway - Sauk Rapids - Requesting that <br />discussion of a mining and grading permit issued to he and Mr. Menkveld <br />be placed on the agenda. <br /> <br />A representative of Arrigoni, Inc. was present and stated that their <br />application for a gambling license was tabled on June 23 and was to have <br />been on this evening's agenda. <br /> <br />Mr. Hartley stated that Council took action on the Arrigoni gambling <br />license application at the June 30 continuation meeting of the June 23 <br />meeting. The action Council took was to express concern to the State <br />Gambling Board that Arrigoni is not based in Ramsey. <br /> <br />The representative of Arrigoni stated that their physical location is but <br />95% of the clients benefitting from the halfway house are from the Anoka <br />area as there is not a halfway house in Anoka County. Also, Council should <br />take into consideration that J.R.'s has not had gaming in their <br />establishment for two months. <br /> <br />Mayor Reimann indicated that if Ramsey had any authority at all with <br />respect to approving applications for gambling licenses, it would be to <br />restrict licenses to local organizations that would use the funds gathered <br />to benefit Ramsey and it's residents. <br /> <br />Mr. Hartley noted that the comments of the Council have been submitted to <br /> City Council/July 7, 1987 <br /> <br />Page 2 of 10 <br /> <br /> <br />
