Voting No: None. <br /> <br />Councilmember Cox stated that the multipurpose building at Central Park <br />should be included in one of the first stages of improvements. <br /> <br />Discuss Need For Chan~e In Council Salary A~d Insurance <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to place <br />discussion of changes in council salary as one of the first cases on the <br />August 25, 1987 Council agenda. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Status Of Easements For Industrial Sewer And. Water Project: <br /> <br />City Engineer Raatikka stated that he has been negotiating with the <br />Elofsons, Hamiltons and Holaseks regarding temporary construction and <br />permanent easements needed for the construction of the industrial sewer and <br />water project in Ramsey. Randy Elofson indicated willingness to negotiate <br />their easement for forgiveness of state aid road and storm sewer <br />assessments. <br /> <br />Mr. Ed Hamilton noted that the Holaseks are out of town and he doesn't want <br />to negotiate without input from the Holaseks. <br /> <br />Mr. Goodrich noted that signing a waiver of trespass will al low <br />construction to proceed and will preserve every right of the property owner <br />to receive compensation; signing the waiver does not mean a compensation <br />price has been agreed on. <br /> <br />The Hamilton's stated that they were not intending to develop their <br />property; they don't want to stop progress but they want to know how <br />much their assessments will be for state aid road and storm sewer; they <br />don't want to be financially disabled by assessments. Noted that a delay <br />in a decision regarding the airport cost them a property sale and $700 in <br />legal fees. <br /> <br />Councilmember Cox stated that Council moved forward on the airport issue <br />every opportunity they had. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Pearson directing the <br />City Engineer and City Attorney to continue negotiations with property <br />owners for easements needed for the construction of the industrial sewer <br />and water project in Ramsey and report back to Council on August 11. <br /> <br />Further Discussion: Councilmember Pearson noted that one of the primary <br />concerns of the property owners is the final dollar figure for assessments <br />that will be levied against their properties. Councilmember Cox stated <br />that the final dollar figure is not known and that is an uncomfortable <br /> City Council/July 28, 1987 <br /> <br />Page 17 of 23 <br /> <br /> <br />
