situation for both the property owners and Council. City Engineer Raatikka <br />stated that he has provided estimates which are subject to rise with <br />inflation. Mr. Rartley inquired if Council wants to authorize appraisals <br />of the properties. City Attorney Goodrich noted that Council authorized <br />condemnation at a prior meeting; appraisals are implicit in condemnation; <br />condemnation generally takes 90 days and that process should be initiated <br />in case negotiations for easements are unsuccessful; in the meantime, Staff <br />shall continue to negotiate. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Discuss Policy On Refundin~ The Service Availability Charge <br /> (SAC) To Non-Sewered Areas Of Ramsev: <br /> <br />Mr. Hartley stated that MWCC's new policy relating to the collection of SAC <br />charges is to collect only when there is access to a metropolitan sewer <br />system and if a city chooses, they can request reimbursement for SAC <br />charges collected from properties not having access to a metropolitan sewer <br />system. Mr. Hartley outlined 3 options: 1) Request reimbursement and <br />return same to current property owner. Property owner would then be <br />responsible for the SAC charge whenever sewer service is available and most <br />likely at a higher rate; 2) Request reimbursement and City retain <br />reimbursement and pay the SAC charges whenever sewer service is available <br />to those properties, again most likely at a higher rate; 3) Do not request <br />reimbursement of SAC. Mr. Martley noted that the most cost efficient <br />option for the city would be #3. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson <br />authorizing City Staff to request SAC reimbursements from the Metropolitan <br />Waste Control Commission and that the City not return those reimbursements <br />to the appropriate property owners but rather retain those funds and pay <br />the SAC charges for those properties whenever sewer service does become <br />available. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Mr. Hartley noted that administration of Council's motion may require <br />hiring temporary personnel. <br /> <br />Discuss Economic Development Intern Position; <br /> <br />Mr. Hartley noted Mr. Paul Fournier's proposal dated July 24, 1987 <br />outlining his estimate of time required and rates he would charge to assist <br />Ramsey in obtaining Star City designation. Mr. Hartley also noted that Mr. <br />Tom Kurak has requested that this issue be reviewed by the Economic <br />Development Commission and that the Commission's initial intent was to hire <br />an economic development intern and not necessarily a person of Mr. <br />Fournier's caliber. <br /> <br />Councilmember Cox stated that he feels the Commission will find that a <br />clerical individual will not be able to coordinate star city efforts; an <br /> City Council/July 28, 1987 <br /> <br />Page 18 of 23 <br /> <br /> <br />
