Absent: Mayor Reimann. <br /> <br />Case <br /> <br />Discuss Establishin~ Development And Tax Increment Financinm <br /> Districts In Th~ Vicinity Of Armstron~ Blvd. NW And Hwy. #10 <br /> NW And R~q~st FOr City Participation: <br /> <br />Mr. Hartley noted that according to the tax increment financing policy <br />that Council directed be prepared for adoption, the amount of city <br />participation in this proposed commercial use in a rural area without <br />utilities would be 25% of the increment. The proposal of Ms. Fluegel and <br />Ms. Sawyer would have to be an Economic Development District and as a <br />result, the period of time the increment can be collected would be no more <br />than 8 years. <br /> <br />Ms. Fluegel stated that the project would require some assistance in order <br />to proceed and the area selected best suits the needs of their pet grooming <br />and supplies business. <br /> <br />Ms. Sawyer stated that their operation will not board or keep animals for <br />sale on the property; it is a dog grooming and training operation; this <br />facility will also train dogs for handicap services. <br /> <br />Council consensus was that Ms. Fluegel and Ms. Sawyer should submit a tax <br />increment financing application for their proposal and then it can be <br />determined whether or not the overhead costs in using tax increment <br />financing as a tool and the amount of dollars that can be applied to the <br />benefit of the applicants is a desirable ratio. <br /> <br />C_~ Report On Status Of Easements For Industrial Sewer And Water <br /> Project: <br /> <br />Mr. Goodrich stated that staff has retained an appraisor and it is hoped <br />that information will be available within two weeks. At that time, the <br />city will be in a position to make offers to the parties involved. <br /> <br />Case #12: <br /> <br />Discuss Status Of Mr. Richard Carson's Request For City <br /> Participation In Extendin~ Utilities For Residential <br /> Development: <br /> <br />City Engineer Raatikka presented a map indicating alternative alignments <br />for the extension of sewer and water to the proposed residential <br />development north of Magnesium. Mr. Raatikka stated that after meeting <br />with Metro Council, it appears that amending the sanitary sewer plan to <br />delete the landfill and county park region and any property impacted by <br />possible airport improvements, it is possible to bring utilities to the <br />area north of Magnesium via the city's first sewer connection. Regardless <br />of the alignment for utilities chosen, Metro Council wants the city to <br />enforce the 1 in 10 density requirement in the rural areas if the <br />Comprehensive Plan is amended to sewer this area north of Magnesium. <br /> <br />Council and staff discussed the need for a unified development plan for the <br />subject area if the project proceeds with tax increment assistance. <br /> City Council/August 11, 1987 <br /> <br />Page 11 of 16 <br /> <br /> <br />
