approve Mr. ~ank Muhich's request for a metes and bounds subdivision <br />contingent upon the applicant retaining ownership of both parcels until the <br />property is properly subdivided. <br /> <br />Motion carried. Voting Yes: Acting Mayor Cox, Councilmembers $orteberg, <br />DeLuca and Pearson. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #4: Discussion Conditional Use Permit For Grading And E~cavating; <br /> Case Of Mr. Gilbert Menkveld: <br /> <br />Mr. Raatikka stated that according to Council's direction, he and Mr. <br />Raudio have met to resolve how much of the organic material deposited at <br />149th Avenue NW and Ramsey Blvd. should be removed to make the property <br />acceptable for City purchase at $5600/acre, taking into consideration <br />building limitations that may be placed on the property if the airport is <br />upgraded. Mr. Raatikka presented a proposed purchase agreement. <br /> <br />Mr. Raudio stated that the original purpose in offering this property to <br />the city was an effort to get the city to relocate the public works <br />facility from it's present location adjacent to Flintwood Hills. Mr. <br />Raudio stated he would like some idea of how much it is going to cost to <br />remove the recommended amount of muck from the property; he is reluctant to <br />spend a great deal of money with no assurance that the public works garage <br />will be relocated from the Flintwood area to the subject property. Mr. <br />Raudio requested that this issue be referred to the Economic Development <br />Commission, Planning and Zoning Commission and Airport Commission for their <br />recommendations · <br /> <br />Acting Mayor Cox noted that the purchase agreement includes the city <br />sharing in the cost of constructing a road on the west side of the property <br />and prior to this evening, Mr. Raudio seemed satisfied with the proposed <br />purchase agreement even though it did not specify how the property was to <br />be used. Acting Mayor Cox also noted that the original direction for <br />staff to investigate muck being introduced to the property came from <br />Council and it is a case for Council, not commissions, to resolve. <br />Acting Mayor Cox stated that the city purchases land for municipal use and <br />is not obligated to specify a use; building a new public works facility <br />would depend on whether or not that department is privatized. <br /> <br />Mr. Hartley stated that the advantage to selling the property to the city <br />is that it would be a way to mitigate the problem created by the <br />introduction of muck to the property because only a portion of the muck <br />would have to be removed and the city would be aware of building <br />limitations caused by that action and the possible upgrading of the <br />airport; otherwise, it would require the removal of all muck materials to <br />make the property generally buildable. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Sorteberg to <br />table action on this case until the special Council meeting scheduled for <br />August 19, 1987 to allow Mr. Raudio more time to consider the options <br />before him. <br /> <br />Motion carried.
