Mr. Hartley stated he <br />would research some responses for the points raised by Mr. Anderson. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Sorteberg <br />directing the City Attorney, Chief of Police and staff to meet with the <br />owner of the bear to negotiate some conditions that will resolve the <br />concerns of the neighboring citizens. <br /> <br />Further Discussion: Mr. Hartley stated that staff will use Anoka County <br />Mediation Services as an alternative solution to the problem. <br /> <br />Motion carried. Absent: Mayor Reimann. <br /> <br />Council recessed at 8:45 p.m. <br /> <br />Acting Mayor Cox called the meeting back to order at 9:03 p.m. <br /> <br />Case #16: Discussion Re~arding Railroad Crossings: <br /> <br />Mr. Hartley stated that currently there is activity in the Northfork area <br />where the developer is removing soils in order to create a man-made lake <br />and the truck traffic is being routed along 153rd Avenue (a residential <br />area) and Armstrong Blvd. Ramsey has railroad crossings at Puma and <br />Armstrong; Elk River has a crossing at Jarvis which is limited to no more <br />than 5 tons. This activity has made evident the need for a railroad <br />crossing at some place suitable other than Armstrong. The Puma crossing is <br />very limited because it is very close to Hwy. ~10. Further north, the <br />railroad crossing and the highway are further apart. As a result of <br />today's meeting with the Department of Transportation, Anoka County and <br />Burlington Northern Railroad, a proposal was suggested to reinstate the <br />railroad crossing at the Northfork Design Center (historically referred to <br />as the Dayton crossing) with a frontage road being extended up to Wuorio <br />Truck Sales. Burlington Northern recognizes any railroad crossing as a <br />hazard but they would be willing to reinstate the Dayton crossing if Ramsey <br />agrees to close the Puma crossing. Mr. Hartley presented a resolution <br />approving the concept of trading the Puma crossing for the Dayton crossing. <br />Mr. Hartley stated that it may be possible to retain Puma as a private <br />crossing as long as it serves agricultural property in the area. Mr. <br />Hartley advised Council that they have the right to call a public hearing <br />on an issue they choose to. <br /> <br />Gregg Smith - 15250 Iguana - Stated that the Puma crossing is not safe and <br />closing it will benefit the city now and in the future.
