110 EAST 17TH STREET" HASTINGS, MINNESOTA 55033 ':' (612) 437-9023
August 25, 1987

Mayor and Members of the City Council
City of Ramsey
Ramsey Municipal Building
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

Re:

Proposed Airport Zoning Ordinance
Gateway North Industrial Airport

Ladies and Gentlemen:

The purpose of this letter is to provide further comments to
the proposed Ramsey Airport Zoning Ordinance which is to be
the subject of the hearing at the City Municipal Building on
August 25, 1987.

Tom Thumb Food Markets, Inc. has owned and operated a
convenience store in Ramsey since 1974, as long as the City
has been in existence. This convenience store provides
gasoline service and convenience goods and services to the
citizens of Ramsey. We believe that the store has been a
good thing for Ramsey, and the citizens of Ramsey have
apparently appreciated our store because they have
patronized it and the store has historically been profitable
for us. Your proposed ordinance puts our store directly
into Safety Zone A which we understand means that if the
ordinance is adopted, our store can no longer exist.

We are alarmed and very concerned. As you know, if we are
forced to try to relocate, we would have to acquire property
which is similar to that upon which our store is presently
located. Property in Ramsey is now very, very expensive.
We would also have to go to the additional expense of
constructing a new store, restocking it and going through
extensive advertising to inform the public about the
location of this store and its existence. That involves
more expense. As we understand it, the City of Ramsey at
the present time does not have a firm purchase agreement
with the owners of the existing airport for the purchase of
that airport. We also understand that the City has no
