John Boros - 7130 156th Avenue - He knows a property owner who purchased 98
acres in this area and is planning to develop; closing Puma and opening the
Dayton crossing will eventually create a traffic congestion problem. There
are plans to relocate Hwy. #10 and there won't be many traffic problems on
that highway. Speedy routes for emergency vehicles should also be
considered.

Sue Smith - 15250 Iguana - Statad that from comments made last week by Mr.
Mooney, it was her understanding that for safety reasons, Puma would never
be upgraded. Property owners in that area anticipating commercial and
industrial development should consider the fact that there will probably
never be protection devices installed at that Puma crossing. Extending
Cty. R. ~116 to that area would greatly increase property value and access
for commercial development.

Dan McGinnis - Stated he wants to keep Puma the way it is; even blacktop
it.

Debbie Bodin - 15330 Marmoset - If Puma is closed, what guarantee is there
that trucks won't use 153rd anyway just to eliminate having to stop at the
weigh station; 153rd is a State road and the trucks cannot be prevented
from using it.

Councilmember Cox - Replied that the City would enter into an agreement
stating the trucks from Northfork operations would not use 153rd.

Mike Nasby - 8330 153rd - Stated he has a petition signed by 230 people
that feel that for the safety of the children, Puma should be closed.
There are 500 trucks a day travelling 153rd; sooner or later there has to
be an accident.

Council received the petition.

Katy Ottenstroer - Requested clarification regarding the extension of Cty.
Rd. #116.

Mr. Raatikka - Stated that Cty. Rd. #116 would be extended behind the
McGinnis property as a MSA road; that extension is just a concept plan at
this time formed by City Council, Road and Bridge Committee and himself.

Councilmember Cox - Noted that the proposed alignment for the extension of
Cty. Rd. #116 is also subject to change.

Vic Hagenah - 15231 Jackal - Stated the truck traffic should use Jarvis and
get away from the Whispering Pines neighborhood but Elk River is not
interested in that idea. Northfork developers caused this problem and they
should negotiate with Elk River and get their problem away from Whispering
Pines.

Dennis Peck - Project Manager - Northfork - Stated that there are other
developers of Northfork present. Stated he can appreciate people's
frustration with what is going on and Council's concern with the ability of
persons in the Puma area to be able to market and develop their property.
City Council Public Hearing/August 19, 1987
