it is close to the Jarvis crossing. As a compromise, the City said it <br />would be willing to have a crossing at the Northfork Sales Center (Dayton <br />crossing) and construct a frontage road behind the businesses that would <br />enter onto Hwy. #10 at approximately where the Wuorio Trucks Sales is <br />located. Burlington Northern and MN/Dot have indicated that the Dayton <br />crossing is suitable and they would permit traffic to enter onto Hwy. #10 <br />at the weigh station location until the frontage road is developed. This <br />concept would provide a short term and long term solution for a railroad <br />crossing with sufficient stacking room and entrance onto Hwy. #10. With <br />regards to closing Puma, City Staff has pleaded to Burlington Northern that <br />there are individuals dependent on that crossing for their livelihood <br />(farming). Burlington Northern is willing to establish Puma and other <br />similar crossings as farm crossings if they are enclosed with locked gates <br />for use by private individuals only. Council has ordered this public <br />hearing to get public comments to these discussions and plans. <br /> <br />CITIZEN INPUT <br /> <br />Ragna Pearson- 8846 Hwy. #I0 - Stated she objects to closing the Puma <br />crossing because it will seal her property off from it's access; Puma is <br />currently a mail and school bus route; there have been no problems or <br />accidents at the Puma crossing in the forty years she has been there. If <br />Puma is closed, her farm equipment will have to travel several miles of <br />highway and city streets which will be more of a safety hazard. Her <br />property is zoned industrial and commercial and closing Puma will devalue <br />the property by removing it's access to the highway. The proposal to close <br />Puma seems to be for the benefit of Northfork and it will incovenience <br />property owners on both sides of Puma. Urged the Council to vote 'no' to <br />closing Puma. <br /> <br />Steve Wrench - 16470 Fortmann Circle - Noted that Burlington Northern is <br />willing to continue to let Puma crossing be used as an agricultural <br />crossing. <br /> <br />Councilmember Cox- Stated that once the agricultural use ceases, that <br />crossing would be closed which would impact commercial/industrial <br />development in that area. <br /> <br />Steve Wrench - Stated that accessing that commercial/industrial property <br />can be addressed in the future when that property begins to develop. There <br />is a serious safety matter to be resolved now; accessing future development <br />can be addressed in the future; to change the traffic flow now would be in <br />the best interest of everyone. <br /> <br />Katy 0ttenstroer - 5230 163rd Lane - Stated she is the daughter of Dan and <br />Alice McGinnis who live on Puma Street and she is concerned with her <br />parents' access onto Hwy. #10; closing Puma would landlock her parents' <br />land. Closing Puma would devalue the property. There has to be a legal, <br />workable solution for everybody involved. <br /> <br />Dan McGimnis - Stated he does not want Puma closed; he likes the road; the <br />Puma crossing is no more dangerous than the Armstrong crossing. <br /> <br />City Council Public Hearing/August 19, 1987 <br /> <br />Page 2 of 8 <br /> <br /> <br />
