PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Wednesday, August 19, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding considering closing Puma Street NW railroad crossing. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1 Sorteberg <br />Councilmember A1 Pearson <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:36 p.m. <br /> <br />PR~.SENTATION <br /> <br />Mr. Hartley stated that tonight's hearing has to do with transportation and <br />safety. The Northfork area of Ramsey is being developed and there will <br />soon be more people using the road systems that are here now; they will <br />also be used differently today, tomorrow and 10 years from now. The City <br />has to take into consideration how it can make it so those uses of roadways <br />are safe and so that roadway system serves the area for which it is <br />intended. It is difficult to ingress and egress onto Hwy. #10 from <br />Armstrong Blvd. because of the distance between Hwy. #10 and the railroad <br />crossing; the same situation exists at the Puma crossing. 153rd was planned <br />as an MSA route and the State provided funding for it to be developed as a <br />collector street. It was planned that 153rd will eventually come out onto <br />Hwy. #10 near Wuorio Truck Sales where there is plenty of stacking room <br />between the railroad tracks and the highway. After discussing this with <br />Burlington Northern and MN/DoT, it seems in order to have that additional <br />safer crossing the City has to go through a number of hearings and it is <br />not assured that Ramsey will be granted permission to cross the railroad at <br />that point near the Wuorio Truck Sales. Burlington Northern considers <br />every crossing a safety hazard and they don't want any more crossings than <br />is necessary. Just beyond Ramsey's border there is another crossing at <br />Jarvis which is very close to the proposed crossing at Wuorio and <br />Burlington Northern feels there isn't a need to have two crossings so close <br />together. Burlington Northern is also concerned about crossings without <br />much stacking distance. Since Puma is not a safe crossing, Burlington <br />Northern is willing to close it and permit another crossing at a safer <br />point.
