Mr. Hartley stated that in the Charter, if an ordinance is rejected through <br />referendum or an ordinance is adopted through initiative, it is not clear <br />that the ordinance stands until another vote of the people shall change it <br />or if that ordinance can be changed by Council through the ordinance <br />amendment process. Mr. Hartley stated that he will forward this issue to <br />the Charter Commission for their review. <br /> <br />Councilmember DeLuca stated that the Airport Commission's recommendation to <br />delay any election until all the information is gathered is valid; if the <br />information were not important, the City could have made a decision to <br />p r o c e e d w i t h t h e a i r p o r t 3 - 4 y e a r s a g o . <br /> <br />Airport Commission Chairman Jack Ippel reiterated Mr. Hartley's earlier <br />comments regarding the two topics at hand -- airport safety zoning and <br />improvememts to the airport. Mr. Ippel stated that the Airport Commission <br />feels that the airport zoning should be enacted now to protect the public <br />and the operation. The Commission feels that the public would also best be <br />served by delaying any election until the information on which to base a <br />decision is available. <br /> <br />Councilmember DeLuca inquired if the environmental impact report, <br />relocation plan and preliminary engineering report are contingent upon <br />airport zoning being adopted. <br /> <br />Mr. Otto stated that generally the State will participate in the cost of <br />these items as long as the municipality has zoning in place or is making an <br />good faith effort to put zoning in place; he would not expect to see the <br />State take away those dollars already allocated for these items. <br /> <br />Councilmember Sorteberg inquired if the zoning would be permanent if it <br />were adopted or would it become void if the decision is to not have a <br />municipally owned airport. <br /> <br />Mr. Otto stated that there must be a provision in the Charter for <br />rescinding an ordinance. Mr. Otto stated that the zoning ordinance is <br />tailored towards planned improvements and protects the city's option to <br />upgrade. If the decision is not to go with a municipally owned airport, <br />then there should be some reworking of the ordinance to protect the <br />existing airport. <br /> <br />Councilmember Cox stated that Council took a position about one year ago to <br />move forward in a positive direction with respect to implementing the <br />airport master plan and that has been done utilizing State funds and <br />whatever other funds have been available. Councilmember Cox stated that <br />many people in this community feel that the only amenity Ramsey has to <br />offer that makes it different from other communities is the airport; an <br />airport which would attract the types of industry that create a good tax <br />base and family supporting jobs. <br /> <br />Councilmember Sorteberg stated that the public will be expecting Council to <br /> City Council/September 22, 1987 <br /> <br />Page 10 of 18 <br /> <br /> <br />
