C~se ~7.A: <br /> <br />Update Report On Park Development Plans For Central And <br />River's Bend Parks: <br /> <br />Merland Otto stated that grading for hockey rinks, soccer fields, <br />ballfield, access and parking extensions has been done at Central Park; <br />this $10,000 worth of grading was donated by Waste Management of Minnesota <br />and Councilmember Pearson donated the discing operations. The materials <br />for the hockey rink should be available this week; the hockey association <br />is in need of a 12" post hole digger. The Ramsey Lions will be constructing <br />the warming house. The current cost projections for warming house, well, <br />hydrant for flooding and mechanical/electrical costs put the project over <br />budget but no deletions are being made at this time and bids will be let <br />according to plans. The park needs some fall seeding done. <br /> <br />Councilmember Cox stated that he has a 9" post hole digger that the Hockey <br />Association can use for installing hockey boards . <br /> <br />Councilmember Pearson volunteered to provide the materials and do the fall <br />seeding. <br /> <br />Mr. Otto stated that residents of Autumn Heights want to develop their <br />neighborhood park and he will be meeting with them. <br /> <br />Mr. Otto stated Ramsey's preliminary application for LAWCON funding for <br />River's Bend Park has been approved and the city must submit a final <br />application by the end of October. Mr. Otto stated that improvements to <br />the parkiIlg lot~ access and smaller ballfield have created a conflict <br />within Plan A, the original River's Bend Park layout submitted to LAWCON. <br />Mr. Otto reviewed Plan A and ways to offset those conflicts in Plans B and <br />C. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Reimann to submit Plan C <br />as Ramsey's final application for LAWCON funds for River's Bend Park with <br />placement of the picnic shelter, restroom facility and tennis courts as <br />indicated in Plan A. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Larry Koshak - resident of River's Bend - Stated he is opposed to the <br />proposed placement of the restroom facility as it and the tennis courts <br />will encourage parking along 142nd; the restroom should be nearer the tot <br />lot. Mr. Koshak stated that his neighborhood is made up of urban size lots <br />and a high use park will impact the neighborhood. <br /> <br />Councilmember Cox stated that public input regarding this park development <br />is and has been welcomed but some street parking is to be expected along <br />park areas. <br /> <br />Mayor Reimann explained that if Ramsey did not proceed to develop active <br />parks, the city would be charged extra for participating in Anoka's <br />programs and relying on their parks. <br /> City Council/September 22, 1987 <br /> <br />Page 13 of 18 <br /> <br /> <br />
