The <br />details of timing, pay back and fund allocations would be specified in a <br />joint powers agreement with the County. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg <br />directing that staff forward a letter to County Commissioner Haas-Steffen <br />indicating Ramsey's proposed financial assistance in the Rum River Bridge <br />project and the terms of the loan will be specified in a joint powers <br />agreement to be reviewed and approved by Ramsey City Council. <br /> <br />Further Discussion: Councilmember DeLuca referred to an earlier comment <br />regardin$ using tax increment funds as Ramsey's matching dollars to fulfill <br />LAWCON requirements for improvements at River's Bend Park and inquired if <br />Mr. Hartley's projections took that expenditure into consideration. Mr. <br />Hartley stated that he allocated $70,000 of tax increment revenues for park <br />improvements. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #10.A: Discussion Re~arding MississiPPi River Brid~e Crossing: <br /> <br />Mayor Reimann stated that at the Northern Mayor's Meeting last week, he <br />talked with representatives of Dayton and Champlin regarding the <br />appropriate location for a new Mississippi River bridge crossing. It was <br />agreed that the best location would be in the vicinity of where the weigh <br />station is on Hwy. #10 and entering at some point in Dayton; a resolution <br />should be adopted indicating Ramsey's support of this alignment. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />adopt Resolution #87-241 indicating Ramsey's support of a Mississippi River <br />Bridge crossing being located in the vicinity of Hwy. #10 N.W. weigh <br />station with a destination point in Dayton. (Please refer to resolution <br />file for Resolution #87-241). <br /> <br />Further Discussion: Staff was directed to forward copies of this <br />resolution to Dayton, Champlin, Metro Council and MN/DoT. <br /> <br />Motion carried. Voting Yes: Mayor Reimanan, Councilmembers Sorteberg, <br />Cox, DeLuca and Pearson. Voting No: None. <br /> <br />Case #11: ReEulations And Standards For Mining.
