Mr. Hartley stated that Mr. Dubats has raised some questions relating to <br />the extension of sewer and water. One question deals with the current <br />policy not to assess trunk charges until a property connects to the service <br />and does that same policy hold true for properties not needing utilities <br />but included in an extension of laterals project. Mr. Hartley stated that <br />based on ordinances, he assumes a property owner who did not need utilities <br />but was within a development project would be assessed for laterals because <br />the project is a result of a request from a majority of the property <br />owners. The next question that follows is whether or not the assessment <br />for laterals then initiates the assessment for trunk. <br /> <br />Mr. Dubats stated that he is planning to expand his self-storage business; <br />he has 3 cities in mind for this expansion but he's not sure what his costs <br />would be in l~amsey if he's subject to lateral assessments. Mr. Dubats <br />stated that he feels the fair thing to do is not assess those properties <br />that can certify they have no use for the utilities. <br /> <br />Mr. Goodrich stated that the city does have a fairly comprehensive <br />assessment policy but he's not sure it addresses Mr. Dubat's situation. <br /> <br />Mr. Hartley stated that the issue is whether property is benefitted and can <br />it be assessed; measuring benefit has to do with highest and best use of <br />property, not the current use; a storage facility may not require utilities <br />but it also might not be the best and highest use of the property. <br /> <br />Mr. Dubat's stated that if the airport zoning is adopted, his property will <br />be in Zone B and storage will be the highest use; inquired if additional <br />mini-storage is desired in Ramsey. <br /> <br />Councilmember Cox stated that there is also a study of the Highway #10 <br />corridor in progress and there has been some discussion regarding whether <br />storage facilities are a desired development in this area. <br /> <br />Councilmember DeLuca stated that his best reccomendation at this time is to <br />wait until the Highway #10 study is completed before saying what kind of <br />development is desired along #10. <br /> <br />Council directed Mr. Hartley to review existing assessment policies and <br />report back to Council with a recommendation to address whether or not a <br />property included in a development project must accept an assessment for <br />laterals and does that assessment initiate the trunk assessment. <br /> <br />Case #143 Review 1988 Budget And Consider 1988 Levy: <br /> <br />Council tabled this case until the special meeting scheduled for Tuesday, <br />September 29, 1987. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) Discussion regarding charitable gambling license applications - <br /> <br />City Council/September 22, 1987 <br /> <br />Page 16 of 18 <br /> <br /> <br />
