answer that question. <br /> <br />Councilmember DeLuca stated that proceeding with airport improvements is <br />contingemt not only upon the zoning but on AIP funds being available. <br />Councilmember DeLuca stated that the people are concerned with safety and <br />zoning is a way to address that concern. <br /> <br />Councilmember Cox noted that if this particular zoning plan doesn't pass, <br />then the airport cannot be expanded to fit into the zoning. <br /> <br />Councilmember DeLuca stated that making a decision on whether or not the <br />airport will be improved and owned by the city based on whether or not the <br />zoning plan passes is making a decision without all the information; this <br />is why he is trying to separate the two issue and bypass a possible <br />referendum on zoning. <br /> <br />Mr. Otto stated that by April 1 of 1988 all information gathered for the <br />environmental impact study, relocation plan and preapplication for funds <br />should be compiled. <br /> <br />Mr. Hartley stated that his understanding of the situation is that Council <br />does want airport zoning in tact in some form and does not intend to have <br />an advisory election on that issue; Council is not certain that the airport <br />should be expanded and become municipally owned because they don't have all <br />the information to make that decision. Council does want an advisory <br />election after all the information is gathered and everyone has had a <br />chance to review it. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Sorteberg to <br />schedule a tentative advisory election date for June of 1988 on the <br />question of Gateway North Industrial Airport being a municipal facility. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers $orteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Request For Conditional Use Permit To Operat~ A Field We%din~ <br /> And Reoair Business From Mome~ Case Of Mr. Joseph J. O'Leary: <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to <br />adopt Findings of Fact 0183 relating to Mr. Joseph 0'Leary's request for a <br />conditional use permit. (Please refer to findings of fact file for <br />Findings of Fact 0183). <br /> <br />Further Discussion: Councilmember DeLuca inquired if there would be any <br />quantities of glass stored or welding services provided on the premises. <br />Mr. O'Leary replied that he has one oxygen tank and one settling bottle <br />attached to his truck; the major part of his operation is at Valley Fair <br />and seldom to never welds at home; he does plan to expand and locate in a <br />commercial area in the future. Councilmember Cox stated he has no problem <br />with the request if the operation is not a repair business at the home. <br /> <br />Motion carried.
