4/5 vote is required to adopt zoning ordinances. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt <br />Resolution ~87-245 establishing an airport safety zoning ordinance for <br />Gateway North Industrial Airport. (Please refer to resolution file for <br />Resolution #87-245). <br /> <br />Further Discussion: Councilmember DeLuca stated that there is an aiport in <br />existence and there should be zoning in place for it; the issue of airport <br />zoning is separate from the issue of whether the airport will be expanded. <br />Councilmember Sorteberg inquired if the City is ignoring previous action <br />taken regarding holding an advisory election. Councilmember DeLuca replied <br />that a more appropriate time for an advisory election would be the second <br />quarter of 1988. Councilmember Pearson stated that the zoning being <br />adopted will also protect the existing airport and can be scaled down if <br />necessary; whether the airport is expanded or not, it is critcal for zoning <br />to be adopted to protect the people that are already there. <br /> <br />Mayor Reimann called for a roll call vote: <br /> <br />Councilmember Pearson - Aye <br />Councilmember DeLuca - Aye <br />Mayor Reimann - Aye <br />Councilmember Cox - Aye <br />Councilmember Sorteberg - Aye <br /> <br />Motion carried. <br /> <br />Councilmember Cox stated that now there is action in place to which the <br />people can respond by petitioning for a referendum on the zoning ordinance; <br />by their action they may render an advisory election mute and not needed. <br /> <br />Councilmember DeLuca stated that his understanding of the events that took <br />place at the Council meeting on August 25 was that Council was indicating <br />there should be an advisory election whether the City should have an <br />airport; the minutes reflect that the advisory election was to be on <br />whether or not safety zoning should be adopted. Councilmember DeLuca <br />inquired as to what the question will be if an advisory election is held in <br />1988 -- zoning or city ownership and operation of the airport. <br /> <br />Councilmember Cox replied that the question would be on zoning for the <br />expanded facility. <br /> <br />Mr. Hartley stated that now Council has adopted the airport safety zoning <br />ordinance and the people can circulate a petition asking for a referendum <br />on the question of whether or not that ordinance should be ratified. Mr. <br />Hartley inquired if it is Council's intent to have another advisory <br />election at a later date on the same question or on whether the city should <br />be involved in owning an airport? <br /> <br />Councilmember Cox stated that whether or not expanding zoning passes would <br /> City Council/October 13, 1987 <br /> <br />Page 9 of 18 <br /> <br /> <br />
