PROCEEDINGS OF CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a special meeting on Tuesday, October 13, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Also Present: Mayor Gary Reimann Councilmember Arnie Cox Councilmember A1 Sorteberg Councilmember Steve DeLuca Councilmember A1 Pearson City Administrator David Hartley City Attorney William Goodrich Consulting Engineer Merland Otto/Hakanson Anderson CALL TO ORDER Mayor Reimann called the special City Council meeting to order at 7:33 p.m. and led in the Pledge of Allegiance to the Flag. CITIZEN INPUT Barbara Graen- 7321 150th Lane - Inquired if she should address the airport issue at this time or when Council discusses it as Case #1 on tonight's agenda. Mayor Reimann replied that during Case #1, Council will set aside a 10 minute comment period each for those opposed and those in favor of the airport. Mr. Hartley noted that Council could schedule a special meeting on the airport issue if a 20 minute comment period is found to be insufficient. Sheila Hoffard - 17110 Driscoll - Stated that a neighbor's dog has attacked and killed her dog; this dog on previous occasions has also attacked her dog which resulted in a $200 veterinary bill and has bitten a child. Ms. Hoffard stated she has a deaf child and often has other deaf children at her home and she fears for their safety as the owner of the dog ignores the leash law. Ms. Hoffard stated that she has filed criminal charges against the owner of the dog; she has fenced in her yard but the dog jumps the fence; the owner of the dog would not agree to muzzle the animal. Mr. Goodrich stated that criminal charges have been filed based on Ramsey's ordinance regarding running at large; there is no law in Ramsey that says the dog may be taken away from the owner; the Hoffards may be able to get a restraining order.
