Ms. Hoffard stated that restraining orders have not worked in the past. <br /> <br />Councilmember Cox stated that Ms. Hoffard has presented him with another <br />city's ordinance that deals with situations like this and suggested that <br />the Planning and Zoning Commission review it for adoption in Ramsey. <br />Councilmember Cox explained that under the present ordinance, if the <br />Hoffards wanted to press charges and have the dog confined, they would have <br />to pay the dog boarding fees from the time it was picked up until the case <br />went to court; if they lost the case, they would also be responsible for <br />paying damages to the owner of the dog. Councilmember Cox stated that the <br />City should have an ordinance with some strength to it so that the victims <br />in situations like this do not have to deal with the problem by themselves. <br /> <br />Mr. Goodrich stated that he will have a draft ordinance for Council <br />consideration on the October 27 Council agenda. <br /> <br />Allen Shallbetter - 17060 Bison - Stated that he feels a 20 minute comment <br />period on the airport issue is insufficient and suggested that Council go <br />ahead and schedule a special meeting to address it. <br /> <br />Virgil Barnes - 5415 151st Avenue - Noted that the issue on the agenda is <br />airport zoning and comments should be restricted to that issue. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />approve the agenda. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />CONSENT AGENDA <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />approve the following items contained in the Consent Agenda: <br /> <br />1) <br /> <br />Adopt resolution approving bills for the month of October, 1987. <br />This item was removed from the Consent Agenda and designated as <br />Case #13 in order to allow Mayor Reimann sufficient time to review <br />the bills. <br /> <br />2. Adopt Resolution #87-244 amending the 1987 budget. <br /> <br />3) Approve request for a 3.2 beer license; case of Brooks Superette. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
