Mr. Hartley stated that Council has been reviewing the question of airport <br />zoning; there have been 3 public hearings on the topic. At one of the <br />previous council meetings, the question of whether or not to adopt an <br />ordinance to establish airport safety zoning was considered. Council <br />desired information relating to an advisory election and asked staff to <br />prepare a schedule to indicate when an election could take place. In the <br />same meeting, Council asked that the Airport Commission review such a <br />proposal and respond with their recommendations. Council has received <br />recommendations from the Airport Commission and time tables provided by the <br />City Attorney and City Administrator. The recommendation of the Airport <br />Commission i~ that Council adopt the airport safety zoning ordinance; delay <br />the referendum until the environmental assessment report, relocation plan <br />and preliminary engineering report for preapplication of AIP funds are <br />available; and if in Council's estimation an advisory election is required, <br />it should be held no earlier than the second quarter of 1988. <br /> <br />Mr. Hartley explained that the airport issue consists of two topics: 1) <br />airport safety zoning; 2 whether the city should be involved in <br />acquisition and operation of a publicly owned airport. Council is <br />considering the adoption of an airport safety zoning ordinance and that <br />safety zoning would regulate the use of land and airspace in the vicinity <br />of the airport. <br /> <br />Barbara Green - 7321 150th Lane - Stated that she is opposed to the <br />expansion of Gateway North Industrial Airport in Ramsey and the proposed <br />zoning ordinance. Ms. Graen presented 165 signed statements from various <br />individuals also claiming opposition to airport expansion and the proposed <br />zoning ordinance. Ms. Graen noted that on August 25, she explained her <br />reasons of opposition to Council. She knows zoning is a separate issue <br />from municipal involvement in the airport but the proposed zoning, unless <br />the airport is expanded, is not necessary for the airport facility as it <br />exists. Ms. Green noted that there is a pro airport question and answer <br />flyer being distributed, not by the city, for which she can provide exactly <br />the opposite answers u~ing different facts. Ms. Graen stated that Council <br />should not waste more money on studies; they should adopt the zoning <br />ordinance so that the citizens have something concrete to petition for a <br />referendum on and let the election show whether those opposed are the <br />minority or the majority. <br /> <br />Cynthia Fiala - 15330 Rhinestone - Stated she moved to Ramsey to get away <br />from the chaos and noise of Minneapolis. Stated that air traffic increases <br />every year and she feels the safety of her family is jeopardized. Stated <br />that Ramsey does not have the emergency services that would be necessary in <br />a high riBk Bituation created by airport expansion. Stated that if Council <br />expands the airport, she will move to a community where people are more <br />important than industry. <br /> <br />Steve Blahemore - 13659 Dolomite - Stated that an airplane flew just over <br />the tree tops the other day; he called Gateway Airport and they said they <br />had no planes in the air.
