air traffic; the air traffic will be joyriders as the improvements are for
them and not for industrial development; the 1.3 million dollars should be
used to assist businesses to locate in Ramsey to generate money for the
city; airport improvements will not generate money for the city. Stated
that he does not understand the logic behind an airport stimulating the
industrial base; no company would want an aiport on their liability list.

Sharon Mager - 7260 152nd Lane - Stated that these people are not against
airport safety zoning; they are afraid of air crashes and in favor of
safety. Stated that there has been no safety zoning in place for the
existing airport of 15 years and inquired if the zoning proposed is what is
needed for the airport as it exists today.

Merland Otto stated that the zoning plan up for adoption is geared to
accommodate the future, improved airport; what is proposed would also
protect the existing approaches except for the east/west runway; if there
were to be zoning for the existing airport that met State criteria, there
would have to be some acquisition in the approach areas, but not to the
same degree.

Woody Nelson - 5410 173rd Avenue N.W. - Stated he is a pilot and took his
training at Gateway. Stated that the process put together by the Council
and the Airport Commission to go through studies and generate information
on the feasibility and enviromental impacts and adoption of safety zoning,
which is a part of that process, continue so that Council can make an
informed decision on whether or not the airport should be improved.

Tom Kurak - 15000 Sunfish Lake Blvd. - Stated that airport zoning will
upgrade many facets of community life in Ramsey; it is also necessary for
industrial development also.

Allen Shallbetter - 17060 Bison - Stated that he agrees that Council needs
to take action on the zoning ordinance as three more homes were built in
that area this summer that would be affected by Airport Safety Zones A or
B. Stated that more people are killed in one day by drunk drivers than by
airplane accidents.

Virgil Barnes - 5415 151st Avenue - Stated that safety zoning is to protect
everyone. The city has an Airport Commission whose job it is to keep
Council well informed on airport issues and they have been doing a very
good job. The Commission's purpose was to find out what would make
Gateway safer than Crystal's airport and they found that adoption of zoning
would do that; Crystal does not have those safety zones. Mr. Barnes stated
that there is some misinformation getting out through flyers distributed
during the Business Expo; the flyer must have been prepared by persons not
very knowledgeable and they could have been if they had contacted the
Airport Commission for correct information. The flyers say that DC-3's
would be utilizing the airport if it is improved and Mr. Barnes stated that
DC-3's can and do use the facility as it exists today. Mr. Barnes stated
that most of the city's tax dollars are spent on education and that is the
thing most lacking in this case. Some people have attended Airport
Commission meetings, learned the facts and then distorted them to suit
City Council/October 13, 1987
