on the youth of Ramsey; he doesn't want an adversarial relationship when <br />community education and Ramsey are trying for the same goal. Mr. Holton <br />stated that he doesn't feel community education should pay for Council's <br />perception of the school district as a whole. Community education will do <br />it's best to provide what the city wants for the amount of dollars it wants <br />to spend but they need the city's cooperation. Councilmember Cox stated <br />that he is not opposed to a key communicator program; at this point, he <br />feels it should be a function of the police department and not community <br />education. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox and <br />Pearson. Voting No: Councilmembers DeLuca and Sorteberg. <br /> <br />Case #2: Case #8 - Update On Requests For Tax Increment Assistance: <br /> <br />Mr. Dick Carson stated that he is requesting that City Council initiate the <br />establishment of a tax increment district to extend sewer and water trunk <br />to his and $id Schaumburg's proposed residential development of Ramsey <br />Terrace Pond. Mr. Carson stated that he feels there should be an agreement <br />to establish a tax increment project prior to entering into the agreement <br />outlined in Ms. Norris' memo to David Hartley dated October 20, 1987. <br /> <br />Mr. Hartley stated that the agreement would include all the items listed in <br />the October 20 memo and indicate Ramsey's interest in using tax increment <br />financing to extend trunk utilities to the area. Mr. Hartley stated that <br />it would not be appropriate for Council to make any representations to use <br />tax increment without some documentation that the development will take <br />place. <br /> <br />Mr. Carson stated that the City's representation should be more than an <br />expression of interest if the developers are going to provide $15,000 for a <br />feasibility study. Mr. Carson requested a firm commitment to use tax <br />increment for the project; if it can't be provided, the developers will <br />research another way or place to develop. <br /> <br />Councilmember DeLuca stated that it would be appropriate to add an item to <br />the agreement indicating the development is contingent upon establishing a <br />tax increment district with funds being used to extend utilities in <br />accordance with the tax increment policy adopted by City Council. <br /> <br />Mr. Hartley stated that another issue to be addressed is accelerated SAC <br />payments to avoid a four year deficit period in which the City would have <br />to carry the project. Mr. Hartley stated that Mr. Ron Batty, Ramsey's bond <br />counsel, has recommended that the accelerated SAC payments be referenced in <br />the Stage 1 development agreement and finalized in the Stage 2 development <br />agreement. <br /> <br />Council consensus was to proceed with the proposed development as a tax <br />increment project and that staff and developers should meet to draft an <br />agreement agreeable to all parties to be reviewed by City Council. <br /> <br />Case #3: <br /> <br />Case #13 - Adopt Resolution ADDroving Bills For Th~ Month Of <br /> October. 1987: <br /> City Council/October 20, 1987 <br /> <br />Page 5 of 8 <br /> <br /> <br />
