Motion by Mayor Reimann and seconded by Councilmember Sorteberg to adopt <br />Resolution #87-248 approving payment of bills for the month of October, <br />1987. (Please refer to resolution file for Resolution ~87-248). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #4: Case #9 - Status Of Ice Rink Flooding For 1987/1988: <br /> <br />Mayor Reimann stated that the updated cost to retrofit the tanker truck to <br />accomodate ice rink flooding and various fire department uses is $5600. <br /> <br />Mr. Hartley referred to earlier concerns expressed regarding the <br />retrofitting and stated that a pressure pump is necessary because more <br />pressure than gravity can provide is needed to spray an even ice. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />authorize retrofitting of the tanker truck by Determan Welding and Tank <br />Service at the original bid price of $5258.00. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Sorteberg and Pearson. Voting No: None. <br /> <br />Case #11 - Solid Waste Activities - Policy R~view; <br /> <br />Mr. Hartley stated that pursuant to Council direction, he researched <br />resolutions on file by Council relating to landfills and solid waste <br />activity. The two resolutions found do not establish a policy of <br />forbidding any business that might be involved in solid waste type of <br />activities. Mr. Hartley inquired as to Council's recollection of <br />discussions and intent at the time these resolutions were adopted. <br /> <br />Councilmember DeLuca noted that the November 6, 1985 minutes reference the <br />proposed NSP facility in Elk River; as a member of the audience that <br />evening he recalls council discussing whether or not such a facility would <br />be desired in Ramsey; the consensus was that Council was not in favor of <br />encouraging any landfill related businesses in Ramsey. <br /> <br />Mr. Hartley stated that the two resolutions state that Council opposes the <br />establishment of Site P as a landfill site and expansion of the existing <br />facility. <br /> <br />Councilmember Cox stated that based on the resolutions, Council can <br />consider abatement related businesses. <br /> <br />Councilmember Cox referred to Waste Management of Minnesota, Inc.'s <br />proposal for vertical expansion of the existing landfill and the end use of <br />the landfill being a ski hill; regulating agencies have ruled that <br />development of a ski hill is feasible. Councilmember Cox also noted that <br />Waste Management conducted a survey at the recent business expo and 94% of <br />the people responding were in favor of a ski hill as an end use of the <br />landfill, Councilmember Cox stated that time is getting short for <br />City Council/October 20, 1987 <br /> <br />Page 6 of 8 <br /> <br /> <br />
