including a landfill end use in the vertical expansion proposal and a <br />decision should be made. <br /> <br />Councilmember DeLuca stated that he thinks Council is in favor of going <br />ahead with the development of a ski hill but in conjunction with that, the <br />City should explore whether or not it should be a regional facility, will <br />it be cost effective through user fees or funded by tax dollars. <br /> <br />Mr. Hartley noted that the Landfill Commission also provided Council with <br />a list of valid concerns relating to development of a ski hill. <br /> <br />Councilmember Cox noted the following areas of concern: southeast portion <br />of the site should have a collection plan for contaminants, parking areas, <br />approach areas, proper cover, etc. <br /> <br />Councilmember DeLuca stated that his major concern is whether the amount of <br />property being discussed is adequate for a ski hill facility. <br /> <br />Mr. Hartley stated that his major concern is that the responsibility and <br />liability of the waste heap remains with Waste Management of Minnesota, <br />Inc. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember DeLuca directing City <br />Administrator Hartley and Councilmember Cox to meet with Waste Management <br />of Minnesota, Inc. regarding refining the proposal for vertical expansion <br />and development of a ski hill as a landfill end use. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #12 - Easement Payments: <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Pearson to adopt <br />Resolution #87-249 approving payment for easements on 167th Avenue N.W. to <br />Kathleen Watters and Bertha Mae Smith. (Please refer to resolution file <br />for Resolution #87-249). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Councilmember Cox noted that there is a proposed resolution for payment for <br />Roanoke Street easements and was concerned that these should have been <br />obtained during development of the plat for Stanhope River Hills. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Sorteberg to table <br />action on payment of easements for Roanoke Street until the City Attorney <br />can address Council concerns. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLnca and Pearson.
