appraised value of $25,000/acre for permanent right-of-way and $2500/acre <br />for temporary easements. <br /> <br />Councilmember Cox noted that there is a tremendous need for MSA road <br />improvements in other areas of the City and he doesn't feel it is <br />appropriate to spend MSA money for easements when other areas have donated <br />easements and paid for their streets, sewer and water. <br /> <br />Mr. Hartley stated that the contractor has indicated he will accumulate <br />damages if the project is dropped. Notwithstanding sound contract <br />language, the courts might award the contractor some damages. <br /> <br />City Attorney was directed to leave Council chambers and meet with those <br />affected property owners present to negotiate for easements. <br /> <br />Refer below for further action. <br /> <br />Council recessed at 8:47 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:00 p.m. <br /> <br />Case #6: Easement Acquisition For Industrial Sewer Parcels In Riversid~ <br /> We~g A~d Parcels East Sunfish Lake Boulevard: <br /> <br />Mr. Hartley stated that additional easements are needed south of U.S. Hwy. <br />#10 in Riverside West and east of Sunfish Blvd. relating to the sewer and <br />water main construction along Front Street. Mr. Hartley noted that the <br />feasibility report estimated the costs of easements at $10,000/acre; as a <br />result of the city's land appraisal since that time, the figure would have <br />to be adjusted to $25,000/acre. <br /> <br />Councilmember Cox noted that a couple of lots in Riverside West recently <br />sold for $10,000-$11,000 and questioned the basis used by the appraisor in <br />arriving at $25,000/acre. <br /> <br />Refer to page 11 for further action: <br /> <br />Case ~5: Sewer And Water Alignment Options South Of U.S. H~ghway ~10 <br /> (Continue.d); <br /> <br />Mr. Goodrich informed Council that he thinks the affected property owners <br />would be receptive to an offer of $25,000/acre for permanent easements and <br />$2500/acr~ for temporary easements for the alignment of sewer and water <br />along the proposed Front Street. <br /> <br />Councilmember Cox noted that land value should be based on comparable <br />sales; lots in that area have recently sold for $10,000-$11,000; if the <br />property owners were going to develop, they would have to furnish the road <br />right-of-way and the road. <br /> <br />Mr. Goodrich stated that some of the property owners are convinced that the <br />land is worth $50,000/acre and that they would be making a great sacrifice <br />City Council/October 27, 1987 <br /> <br />Page 9 of 17 <br /> <br /> <br />
