Voting No: None. <br /> <br />Review Draft Policy For The Management Of Contracted Services: <br /> <br />Mr. Hartley presented his draft of a resolution stating the policy of the <br />City Council relating to the public use of the City's contracted services <br />as he understands it to be. That draft also indicated that the disposition <br />of complaints will require the documentation of the complaint and complete <br />name and address of complainant. <br /> <br />After some discussion, it was determined that Council is looking for a way <br />to manage human resources, specifically those the city contracts for, in a <br />proper and efficient manner. <br /> <br />It was decided that the processing and disposition of complaints would be <br />addressed as a separate issue. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />adopt Resolution #87-263 establishing a policy regarding use of contracted <br />services as follows: <br /> <br />1. Ail requests for service shall be channeled through the City <br /> Administrator. <br /> <br />The City Administrator must determine that a request is consistent <br />with the policy of the City Council and City budget prior to <br />ordering any service or encumbering any cost. <br /> <br />(Please refer to resolution file for Resolution #87-263). <br /> <br />Motion carried. Voting No: None. <br /> <br />C_~ Review Proposed Action Of Lower Rum River Water Management <br /> Organization To Provide Legal Defense For Officers Of That <br /> Organization: <br /> <br />Mr. Hartley stated that there is a resolution being proposed for adoption <br />by the Lower Rum River Water Management Organization that indemnifies those <br />that serve on the LRRWMO and recommended that Council authorize Mr. <br />Raatikka, Ramsey's commissioner on the LRRWMO, to vote in favor of the <br />resolution. <br /> <br />Councilmember Cox disagreed with the idea of the City having to pay for a <br />liability insurance need caused by a State mandated program. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg <br />directing city staff to forward a letter to Senator Gene Merriam, with <br />copies to Senator Dahl and Representative Larsen, requesting that the City <br />of Ramsey be provided with funds necessary to participate in a liability <br /> City Council/November 10, 1987 <br /> <br />Page 7 of 12 <br /> <br /> <br />
