138th Avenue. <br /> <br />Councilmember Cox noted that right-of-way for upgrading Cry. Rd. #116, <br />Sunfish Lake Blvd. and Hwy. #47 was donated. <br /> <br />Ms. Norris noted that Mr. Dubats will also be requesting a variance to rear <br />yard setback in order that the new buildings can be placed uniformly to the <br />existing buildings. Planning and Zoning Commission has indicated that the <br />Board of Adjustment will approve that variance because Mr. Dubats is owner <br />of both properties which have a similar use and contingent upon Mr. Dubats <br />providing easement to the existing buildings in the event the two <br />properties come into separate ownership in the future. <br /> <br />Mr. Hartley stated that the City is concerned with allowing an access onto <br />a limited access road and does not want to be faced with a request for a <br />second access in the future onto 138th from that property. <br /> <br />Ms. Norris replied that Mr. Dubats is willing to include deeding access <br />rights to the city in the development permit. <br /> <br />Mr. Raatikka noted that the existing storm sewer system in this area will <br />not handle a major storm and when the area is totally developed, there <br />could be some drainage problems. Resolution to potential drainage problems <br />will be reviewed when 138th Avenue is upgraded. <br /> <br />Mr. Hartley stated that an item for future discussion by Council will be <br />the preferred storm sewerr design standards for commercial areas. <br /> <br />Councilmember Cox suggested that Mr. Dubats' advertising sign along Hwy. <br />#10 be changed to promote Ramsey as the location of the business. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to <br />adopt Findings of Fact 0189 relating to Mr. Bill Dubats' request for a <br />conditional use permit. (Please refer to findings of fact file for <br />Findings of Fact 0189). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to <br />approve Mr. Bill Dubats' request for a conditional use permit to construct <br />a self-service storage facility. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />approve Mr. Dubats' site plan and development permit with the following <br />addition: <br /> <br />Mr. Dubats shall deed access rights along 138th Avenue N.W. to <br />the City of Ramsey, except for that access being granted on the <br /> City Council/November 10, 1987 <br /> <br />Page 6 of 12 <br /> <br /> <br />
