repairs because of the VCR portion of the unit.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Council proceeded to review the Economic Development functions of the City.

Council consensus was to continue with present levels of economic
development activities and funding and noted the addition of funds for Star
City program.

Mr. Hartley noted that the costs associated with the Star City Program
would be for an economic development intern to assist in completing
required tasks.

Council requested input from the Economic Development Commission regarding
whether or not funding for marketing the city should be included in the
1988 budget.

Council proceeded to review the Public Safety function of the City.

Council consensus is that a civil defense system should be developed in
Ramsey under a multi-year program.

Mr. Hartley stated that the Fire Safety Committee will have recommendations
to Council in December, 1987 regarding providing for fire protection in the
future.

Mr. Hartley reported that work has begun on enforcement of minor crimes on
a part-time basis and inquired if it is Council's desire to continue the
effort.

Council consensus was that after a reasonable amount of time, the City
Administrator should review whether or not the enforcement of minor crimes
is being effectively addressed by a part-time community service officer and
report back to Council; if the system is not effective, another approach
will have to be tried.

Discussion ensued regarding the addition of a police detective position.
Chief Auspos stated that it is realistic to expect officers to do their own
investigations but impossible for them to get to do investigative follow-up
work and bring resolution to cases while on duty. Chief Auspos stated that
the city is paying the County for criminal investigation services but the
limited manpower causes cases to be prioritized according to severity;
Ramsey's major crime is theft; in the County, it is homicide and that's
where the manpower is being expended; Ramsey residents are not getting
service on solving their theft and burglary crimes. Chief Auspos stated
that he is proposing to select an existing officer to be detective and hire
a replacement officer for the vacancy created on the patrol force.

City Council/November 17, 1987
