Council proceeded to review Highways, Streets and Roadways Maintenance
function of the City.

Mr. Hartley stated that there are critical intersections where street
lighting may be something Council will want to seriously consider in the
future.

Council consensus was that complaints on Weed Control should be directed to
the community service officer.

Mr. Hartley noted that the City does not have an ordinance in place
adopting State laws regarding shade tree disease control. Council
consensus was that enforcement rights are not necessary at this time; most
residents are cooperative in controlling shade tree diseases when the Tree
Inspector brings the problem to their attention.

Council consensus was that striping of residential streets is not necessary
at this time; striping of MSA roads should be automatically done through
MSA road maintenance fund.

Council consensus was that curb and gutter maintenance will not be
addressed in the 1988 budget but rather in future budgets.

Councilmember Cox referred to Cemetery Maintnance and stated there is a
policy whereby cemeteries will be mowed prior to Memorial Day; there should
be a policy established regarding whether or not there will be a charge for
burials at the active cemetery and if so, a fund established that will
cover maintenance costs.

Council recessed at 9:10 p.m.

Mayor Reimann called the meeting back to order at 9:28 p.m.

MAYOR AND COUNCIL INPUT

Mr. Rartley stated that a petition has been submitted requesting a
referendum on the airport safety zoning ordinance.

Motion by Councilmember Pearson and seconded by Councilmember Sorteberg to
schedule a special City Council meeting for Monday, November 23, 1987 at
6:00 p.m. at Ramsey City Hall to receive the City Administrator's report on
the sufficiency of the petition submitted requesting a referendum on the
airport safety zoning ordinance.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Mr. Hartley noted that if there is not a quorum present at that special
meeting, Council will not be able to take action but he will have fulfilled
his responsibilities according to the City Charter.

COUNCIL BUSINESS (CONTINUED);

City Council/November 17, 1987
