C~se ~2: ~88 Budget (Continued): <br /> <br />Council proceeded to review Parks and Recreation function of the City. <br /> <br />Council agreed with the figure proposed but noted that anything done in the <br />way of trails and bikeways will have to be included in that figure; that <br />item can be allowed additional funding on future budgets. Council consensus <br />was that even though trails and bikeways will not be actively developed at <br />this time, the city should be involved in acquiring the necessary right-of- <br />ways for where the trails are intended to be developed in the future. <br /> <br />Councilmember Cox expressed concern with the Community School program, a <br />large portion of which is not offered within the community. Councilmember <br />Cox stated that funds to build a community facility should be included in <br />this budget. <br /> <br />Council proceeded to discuss Transportation Planning function fo the City. <br /> <br />Council indicated an interest in developing a Park and Ride service in <br />Ramsey. <br /> <br />Council proceeded to discuss Solid Waste Planning function of the City. <br /> <br />Council proceeded to discuss Communication portion of the budget. Mr. <br />Hartley noted that Council eliminated the Key Communicator portion at one <br />of their previous budget discussions. <br /> <br />Council proceeded to review Sanitary Sewer System function of the City. <br /> <br />Mr. Hartley noted that City Engineer Raatikka is preparing specs for <br />contracting out for sanitary sewer maintenance <br /> <br />Council proceeded to review Water System function of the City. <br /> <br />Mr. Hartley stated that Council should set aside funds for more well <br />development in 1989/90. <br /> <br />Council proceeded to review Overhead functions of the City. <br /> <br />Councilmember Cox requested clarification of the proposed $37,200 for Data <br />Processing. <br /> <br />Mr. Graczyk stated that the $37,200 figure represents capital outlay for <br />additional software packages. <br /> <br />Council proceeded to discuss salary levels for the 3 full-time positions <br />and a number of part-time positions that are not represented by organized <br />labor. Mr. Hartley provided Council with a copy of the Personnel <br />Committee's recommendation for 1987 and 1988 wages for individuals not <br />represented by organized labor.
