the insufficiencies to the individuals circulating the petition. The
circulators have 30 days in which to obtain the correct amount of
signatures and/or correct the irregularities. Following that, council must
again determine the sufficiency or insufficiency of the petition. If it is
insufficient at that time, council places the petition on file. If it is
sufficient, council must consider, within 120 days, establishing an
election where the public can vote on the question of Ordinance 87-7. The
insufficiencies identified in this petition are as follows:

a) Insufficient by 141 signatures.

b) Of the signatures received, 132 showed addresses in Ramsey but were not
registered according to Anoka County.

c) Five persons signed their names as Mr. and Mrs.

d) One signature is an address not in Ramsey.

e) Two signatures lacked the first names.

f) City Charter states that each separate page of a petition should have a
circulator certification.

Motion by Councilmember DeLuca and seconded by Councilmember Sorteberg to
adopt Resolution #87-265 determining the sufficiency of a petition for
referendum on Ordinance #87-7. (Please refer to resolution file for
Resolution #87-265).

Further Discussion: Councilmember DeLuca inquired as to the commencement
date for the 30 day correction period. Mr. Hartley stated that the 30 days
commences when he gives his report to the circulators. Mr. Hartley stated
that when he reviews the corrected petition, he will obtain another readout
from Anoka County of registered voters in Ramsey to be sure he has the most
current information. Mary Jo Sentyrz inquired if circulators can take
voter registration cards to those persons on the petition that assumed they
were registered, have them filled out and returned to the County. Mr.
Hartley replied that in making petition corrections, the circulators can go
by whatever guidelines the County has established for voter registration.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg,
DeLuca and Pearson. Voting No: None. Absent: Councilmember Cox.

Mr. Hartley stated that there are various aspects of the City Charter that
need to be better defined. He and City Attorney Goodrich would like to
review the Charter and report to the Charter Commission those areas needing
clarification.

Council agreed that Mr. Hartley and Mr. Goodrich should review the charter.

C2se #2: Discuss 1988 Budget:

Mr. Hartley requested council direction on how to accommodate unplanned for
City Council/November 23, 1987
