The cost for the insurance is high and North Fork is concerned <br />that the City will be able to accomplish a public crossing at Dayton Port <br />in the near future. Mr. Hartley stated that he informed North Fork that <br />it is the City's policy to continue to pursue Dayton Port as a public <br />crossing and with the greatest of success, it will take at least one year. <br />North Fork will be coming to the City for an amendment to their conditional <br />use permit to reflect the new traffic route utilizing the private crossing <br />at Dayton Port. <br /> <br />Consider Reschedulin~ December 22. 1987 Regular City Council <br /> <br />Council consensus was that the next regular City Council meeting will be on <br />the regularly scheduled 4th Tuesday, December 22, 1987. <br /> <br />Case #13: Status Of Certificate Of Need For Anoka Landfill: <br /> <br />Mr. Hartley stated that he has received written notice from Metro Council <br />indicating that Waste Management of Minnesota, Inc. has applied for an <br />extension of their certificate of need due to expire in June, 1988. Metro <br />Council staff has indicated that there continues to be a need for <br />additional landfill capacity and recommends approval of the request for an <br />extension. Stephen Keefe, Metro Council Chairman, indicates that the need <br />for additional landfilling is subsiding and there may not be a need to site <br />new landfills or expand existing landfills. Mr. Hartley requested <br />direction from City Council regarding Ramsey's position on Waste <br />Management's request for an extension of their certificate of need; <br />December 16 is the only opportunity Ramsey will have to make comments. <br /> <br />A discussion ensued regarding Ramsey's position on landfill issues having <br />no affect on higher agencies in the past; cooperation on the certificate of <br />need could result in accomplishing environmental improvements with the <br />proposed vertical expansion at the Anoka Landfill. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson <br />directing City Administrator David Hartley to comment on Ramsey's behalf <br />supporting the request for extension of Waste Management of Minnesota, <br />Inc.'s certificate of need. <br /> <br />Further Discussion: Councilmember DeLuca stated that his vote to support <br />the request is based on his desire to accomplish certain environmental <br />improvements with the vertical expansion being requested that will result <br />in enhancing the community; he is not responding because Metro Council has <br />requested comments. Mr. Goodrich suggested that if Council feels their <br />comments have no impact, they should not take an official stand on the <br />request for extension of the certificate of need. <br /> <br />Councilmembers Sorteberg and Pearson withdrew their motion. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cox to <br />register no comment regarding Waste Management of Minnesota, Inc.'s request <br />City Council/December 8, 1987 <br /> <br />Page 8 of 10 <br /> <br /> <br />
