Councilmember Cox
noted that these comments must be rumors because Council recently approved
a $400,000 budget for the police department; 31% of the city's budget is
allocated for the police department. Councilmember Cox stated that there
was a comparable worth study done this year that indicates Ramsey's
officers are overpaid. Ramsey uses comparisons with other metro cities to
base salaries on when it should be comparing salaries with employees in
outlying cities. Councilmember Cox stated that Council would not have
approved police protection in the budget if they were considering reducing
that service. It is the city's responsibility to provide the best
protection for the money, whether it be through the city's own police
department or by contracting out for police protection. The City has
committed money for 7 officers and 1 secretary. People in the city should
know the Council's position to this point and explain that the police have
rejected a 4% increase and demanded 4.5% when comparable increases in the
State are at 3%. Councilmember Cox stated that this City Council will
continue to provide good police protection, whether is through a local
department or by some other process.

Councilmember Sorteberg stated that Council has no-plans to change the
status of police protection.

C~se #16: Status Of Designation Of 139th Lane N.W.:

Mr. Hartley stated that Mr. Jerry Martin has expressed concern regarding
the designation of 139th Lane N.W. and in response he gave written
direction to Mr. Goodrich requesting that he explore the questions raised
by Mr. Martin.

ADJOURNMENT

Motion by Councilmember Sorteberg and seconded by Councilmember Cox to
City Council/December 8, 1987
