Case #6 Consider Hiring Consultant to Begin Design of New Municipal Well

Background:

Staff stated that the Alternative Urban Areawide Review for the Ramsey Town Center that was
completed last summer indicated that the Ramsey Town Center will create a future water demand of 595
million gallons of water per year. This will require an amendment to the City's appropriations permit
that is received from the Department of Natural Resources. During the process of the AUAR, staff
received concerns from citizens and regulatory agencies such as the DNR regarding the availability of
water within the Franconia Iron Galesville aquifer as well as the connection between the surficial aquifer
and the FIG. To ensure that there was water available and little connection between the surficial aquifer,
the AUAR suggested implementation of a monitoring plan. On July 25, 2003, Staff met with key Staff
people of the DNR to work on the details of the monitoring plan. The cost of the implementation
($85,930) of the monitoring plan and design work needed to complete the first of the three new
production wells is included in a proposal from Bolten and Menk. A detailed cost estimate and schedule
will be prepared for Well No. 6 before the project gets authorized for bidding.

Motion to recommend that the City Council authorize Staff to hire Bolten and Menk for an amount not
to exceed $85,930 to perform the design work necessary for Well No. 6 and to implement the
monitoring plan after approval from the DNR.

Action:

Ratify the recommendation of the Public Works Committee.

COMMITTEE INPUT

1) Aerial Topographical Agreement

An agreement was presented for the Committee's review that Staff put together to be signed by anyone
requesting the information. The City will charge $15.00 per acre for the information to help try and re-
coop some of the costs.

Consensus of tl~e Public Works Committee was to recommend that the City Council direct Staff to place
the money collected from the aerial topographical pictures be deposited into the Storm Drainage Utility
Fund.

Reviewed by:
Assistant Public Works Director

CC: 01/27/04
