ENVIRONMENTAL POLICY TASK FORCE <br />CITY OF RAMSEY <br /> ANOKA COUNTY, <br /> STATE OF MINNESOTA <br /> <br />On Monday, March 3, 2003, the Environmental Policy Task Force met in the Conference <br />Room at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Joe McDilda <br />Vice-Chairperson Michael Max <br />Committee Member Erika Sitz <br />Committee Member Margaret Connolly <br /> <br />Members Absent: <br /> <br />Committee Member Seth Marshall <br />Committee Member Michael Reeve <br />Committee member Sue Dvorak <br /> <br />Also Present: <br /> <br />Community Development Director Sylvia Frolik <br />Councilmember Sarah Strommen <br />Environmental Specialist Bruce Bacon <br /> <br />CALL TO ORDER <br /> <br />Chairperson McDilda called the meeting to order at 6:41 p.m. <br /> <br />APPROVAL OF AGENDA <br /> <br />None of the committee members present received Mr. McDilda's proposed agenda via <br />the email system. Consensus was that the agenda would consist of the following items: <br /> <br />Status of the Tree Book <br />Review canopy cover formula <br />City Council update <br /> <br />STATUS OF TREE BOOK AND REVIEW OF CANOPY COVER FORMULA <br /> <br />Mr. Max proceeded to review the objectives of the Tree Book and canopy cover formula. <br />Developers will received credit for every tree preserved that is on the 'acceptable <br />species' list- Discussion ensued regarding Whether or not there should be an incentive or <br />credit given to remove undesirable species from parcels being developed. It was noted <br />that the amount of credit given for removing undesirable trees may not be warranted <br />when compared to the cost of preparing and implementing an eradication plan. <br />Consensus was that removal of undesirable species is a good community education task <br />that citizens could learn about and perform on their own.
