species from property may also serve as a good community service task that high school <br />students are looking to do for class credits. <br /> <br />Discussion iensued regarding acceptance of prairie grasses and wildflowers in place of <br />trees. Consensus was that grasses and wildflowers are desirable but it should be <br />addressed in another section of City Code as an alternative to turf cover. <br /> <br />Discussion ensued regarding possible alternatives when full planting is problematic. The <br />basic issue With providing alternatives for full planting at this time is that there is no clear <br />definition 6f 'problematic'. Decision is to leave the requirements as is and any real <br />problems will show up in the developer's landscape plan and these situations can be <br />resolved on a case by case basis. <br /> <br />Mr. Max distributed a breakdown of a recent multi-family development in Ramsey in <br />terms of acreage. The analysis identified how many trees are required under current <br />ordinances and how many would be required under the proposed canopy cover formula <br />for the same project area. <br /> <br />Discussion ensued regarding whether the canopy cover requirement is fulfilled by trees or <br />trees and/or shrubs. It was agreed that foundation plantings do not count as shrubs or <br />trees. The minimum number of foundation plantings required on a plan will be a decision <br />of City staff, it was also clarified that required density transition plantings are in <br />addition to the standard tree requirements. <br /> <br />Motion by Mr. Max and seconded by Ms. Connolly to table efforts to come up with an <br />appropriate ratio of shrubs to trees for canopy cover purposes and require tree <br />requirements to be fulfilled 100% by trees, high and low stature. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Committee members Max, Sitz and <br />Connolly. Voting No: None. Absent: Committee Members Reeve, Marshall and <br />Dvorak. <br /> <br />Consensus was to add a section to the Tree Book regarding controlling invasive species. <br /> <br />Mr. Bacon suggested another section regarding healthy plant Overview including oak <br />wilt, dutch elm, disposal of trees and limbs, and soil amendments. <br /> <br />Ms. Connolly stated that there should be a discussion in the book about lawnmoWer <br />blight also. <br /> <br />The last page of the draft Tree Book included pictures that everyone felt should be in <br />color to be effective. Ms. Strommen volunteered to get some prices on printing the Tree <br />Book. <br /> <br /> <br />
