5.04: Public Hearing: Consider a Recommendation on Resolution #14-10-205 Approving a
Comprehensive Plan Amendment for Low Density Residential at 15153 Nowthen
Boulevard NW; Case of the City of Ramsey
Public Hearing
Chairperson Levine called the public hearing to order at 7:17 p.m.
Presentation
Community Development Director Gladhill presented the staff report stating the purpose of this
case is to consider a recommendation to the City Council on a resolution to approve a
Comprehensive Plan Amendment for the former municipal center located at 15153 Nowthen
Boulevard NW. The site is currently being used as Fire Station #2. As the Commission is aware,
the City has been exploring future redevelopment options for the former municipal center over the
past 12-18 months, including the formation of a Study Group. At that time, the task for the Study
Group was to consider under what conditions, if any, it would be acceptable to allow the site to
redevelop as a data center. Ultimately, the Council decided not to pursue the reuse of the site as a
data center and directed staff to prepare a Comprehensive Plan Amendment to guide the site for
Low Density Residential to allow for detached, single-family homes. It was noted there was not
a development being proposed at this time. This step would begin the process to allow the site to
be redeveloped at a later date. Staff reviewed the Comprehensive Plan Amendment in further
detail and recommended approval.
Citizen Input
Jim Hirschman, 5859 Alpine Drive NW, requested clarification on what could be developed on
low density residential.
Community Development Director Gladhill described the types of residential homes that could be
constructed on low -density residential lots.
Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to close the public hearing.
Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, VanScoy, Brauer,
Maul, and Nosan. Voting No: None. Absent: None.
Chairperson Levine closed the public hearing closed at 7:22 p.m.
Commission Business
Commissioner Bauer explained he served as the Planning Commission liaison to the committee
that addressed the rezoning of this property. He reported the input from residents was to rezone
this property residential.
